CALL TO ORDER [0:00:11]: Chair Wesley Fong called the Liliha/Puʻunui/Alewa/Kamehameha Heights Neighborhood Board No. 14 regular meeting to order at 6:30 p.m. Quorum was established with nine (9) board members present. Note – This 13-member Board requires seven (7) members to establish a quorum and take official board action. Board members must be in-person or have video access.

Board Members Present: Carole Kaapu, Zhoydell Magaoay, Brandon Mitsuda, Chance Naauao-Ota, Dale White, Darren Cantrill, Wesley Fong, Henry Pang, Donald Nitta, Wallyn Christian (arrived at 6:46 p.m.), and Cora Yamamoto (arrived at 6:53 p.m.).

Honolulu Fire Department (HFD) – [0:01:05]: HFD Firefighter Lipman provided the report and highlighted the monthly fire statistics for February 2025 and the safety tip for the month regarding fire alarms.

[0:2:51] – Chair Fong requested the Neighborhood Assistant Camilia Epa Gomes to conduct a roll call for attendance.

Honolulu Police Department (HPD) – [0:03:58]: HPD Lieutenant Yamashita and Sergeant Martinez both provided a report. Lieutenant Yamashita highlighted the following: incident statistics for February 2025; case details were provided on the sex assault case for a juvenile female; and case details were provided on the aggravated assault case in the Lanakila area with an adult male who suffered a gunshot wound. Sergeant Martinez announced HPD is working to organize the “National Night Out” community event which is scheduled for Tuesday, August 5, 2025. Further information on the event will be provided at a future Board meeting.

Sub-District 3 Report – Member Kaapu – [0:13:05]: Member Kaapu shared her and member Nitta attended State Representative Hussey’s (District 29) townhall meeting regarding the programs that might lose federal funding. There were representative from various department and organizations that were also present at the townhall that gave presentations on what they are doing to prepare for any funding changes.

Sub-District 3 Report – Member Nitta – [0:13:58]: Member Nitta shared he attended the “Coffee with a Cop” community social at the Waiakamilo Shopping Center McDonald’s. He noted that he met the new major as well as the HPD sergeant and officers for the district.

VI. Oahu Metropolitan Planning Organization (OahuMPO) Citizen Advisory Committee (CAC) – [0:14:25]

OahuMPO Citizen Advisory Committee (CAC) Report – [0:14:25]: Member Yamamoto was not present at this time. The report is given at a later time in the meeting.

Mayor’s Representative – [0:14:40]: Aedward Los Banos provided the report and shared highlights from the monthly newsletter for March 2025 and shared updates for concerns raised at previous Board meetings. A follow-up response was provided for the concerns listed below:

o Status of installation of painted crowsswalk at Nuʻuanu Ave./Bates St. – [0:19:00]: The marked crosswalk on Nuʻuanu Avenue at Bates Street was removed in accordance with the City and County of Honolulu’s Complete Streets Design Manual. This manual, based on Federal Highway Administration studies and guidelines, states that crosswalks across certain multiple lanes and high-volume roads such as Nuʿuanu Avenue should not be marked unless substantial improvements such as raised medians or pedestrian-activated traffic signals are installed. Under the future resurfacing project, these improvements will be installed with the marked crosswalk. The Department of Design and Construction (DDC) shared these improvements are planned to be included in a future Rehabilitation of Streets project, which is pending the availability of funds. Until these improvements have been installed, re-striping of a marked crosswalk on Nu‘uanu Avenue at Bates Street is not recommended.

[0:20:09] – DTS representative Kelly Akasa (Traffic Engineering Division) was present to provided more details on the status of the painted crosswalk on Nuʻuanu Avenue at Bates Street.

Representative Jenna Takenouchi (State House District 27) – [0:47:0]: Representative Takenouchi provided the report and provided follow-up responses for the following concerns raised at previous Board meetings: continuing to monitor Liliʻuokalani Botanical Garden homeless encampment; clean-up under Nuʻuanu stream bridge near Bates Street; and trash truck commercial bins blocking bus stops. Representative Takenouchi shared about her Park Talks, which are informal small community gatherings to engage with community members. She will provide dates of upcoming Park Talks in the near future. She also shared updates on the following: updates on a House bill she introduced – HB1278 (relating to hazardous tree removal); and shared there are free tax preparation services offered by the Volunteer Income Tax Assistance Program (VITA) for those who qualify.
