OahuMPO Citizen Advisory Committee (CAC) Report – [0:05:20]: Member Yamamoto provided the report on the monthly committee meeting that occurred on Wednesday, February 5, 2024. She shared the CAC conducted a procedural vote on term limits for the Chair and Vice Chair. The Hawaii Bicycle League is sponsoring a free bike maintenance workshop on Saturday, February 22, 2025 from 1:00 p.m. to 2:30 p.m. The event is free to the public and will be in Aiea.

VII. PRESENTATIONS – [0:07:38]

Community Bike Ride – [0:07:50]: Rona Mangayayam (Kokua Kalihi Valley Youth Services Director) shared information on the 20th annual community bike ride that is sponsored by Kalihi Valley Instructional Bike Exchange (KVIBE). KVIBE’s instructional bike exchange program uses donated bikes and trained staff teach the youth how to repair/refurbish the bikes to eventually be their own to keep. The bike ride event will be Saturday, April 12, 2025 and start at 8:00 a.m. The ride begins at Kokua Kalihi Valley’s 100-acre nature park and there will be several stops along the route where there’ll be community partners as hosts to share stories of the sites as well as youth speaking – sharing their thoughts and learning about these sites and issues that matters to these young people. The route will end at Sand Island State Park. The ride strives to raise awareness and appreciation of Kalihi’s natural and cultural abundance.

VIII. ELECTED OFFICIALS AND GOVERNMENT AGENCIES [0:14:40]

Mayor’s Representative – [0:14:50]: Aedward Los Banos provided the report and shared highlights from the monthly newsletter for February 2025. Follow-up responses were provided on the concerns listed below:

o Squatters and alleged illegal activity at abandoned property (1621 Pohaku St. Honolulu, HI 96819) – [0:17:40]: Unfortunately, both the Honolulu Police Department and the City’s Stored Property Ordinance team are not able to go onto the property due to the property being privately owned. Several neighbors that the HPD spoke to were encouraged to call 911 when suspicious individuals and activity are observed at the residence. The HPD has also contacted the Department of Planning and Permitting (DPP) about the residence and the squatters that inhabit the garage area. The DPP is aware of the residence and is currently working on a solution to properly address the activity at the residence.

o Status of installation of “no parking” sign on makai end of Mamalu Drive – [0:18:30]: The installation and replacement of the “No Parking Anytime” (NPAT) signs will be completed under (Paint & Sign Work Order [PSWO] 35147) issued to the Department of Facility Maintenance (DFM). For updates regarding PSWO 35147, please contact the DFM at 808-768 8321 or 808-768-8322.

o Status of no parking sign outside of 518 N. Judd St. reinstalment – [0:18:50]: DFM initiated Service Request No. 61088 for the request to replace the No Parking sign and post near 518 N. Judd Street.

o Install Painted Crowsswalk at Nuuanu Ave./Bate St. – [0:19:00]: The Department of Design and Construction (DDC) shared these improvements are planned to be included in a future Rehabilitation of Streets project, which is pending the availability of funds. Until these improvements have been installed, re-striping of a marked crosswalk on Nu‘uanu Avenue at Bates Street is not recommended.

II. GOVERNMENT AGENCIES FORUM [0:35:35]

Honolulu Police Department (HPD) – [0:35:35]: Lieutenant Yamashita provided the report and highlighted the following: crime statistics for January 2025; details on the sex assault reported last month. Follow-up responses were provided for questions raised at last month’s meeting on the following: weapon cases in January 2025; suspected burglary case in Alewa; loud noise complaints in Lanakila Park; and safety concern for the Alii St./Alewa Dr./Ilima Dr. intersection. There will be a “Coffee with a Cop” community social on Friday, February 28, 2025 at the McDonald’s located in Waiakamilo Shopping Center (1414 Dillingham Blvd.) from 9:00 a.m. to 11:00 a.m.

VIII. PRESENTATIONS – [0:41:13]

Reasons for Increase in Sewer Charges – [0:41:13]: Roger Babcock (Director of City Department of Environmental Services) presented information on the proposed adjustments for sewer fees that are required for wastewater operations and maintenance (O&M) and the Capital Improvement Program (CIP). The CIP includes many other projects to repair and upgrade facilities to meet regulatory requirements and to continue preparing the island’s critical infrastructure for climate change/sea level rise. The sewer utility function is under ENV jurisdiction and is completely funded by sewer fees. ENV’s efficient spending allowed the island to keep sewer fees unchanged since 2016. ENV will be adding a new program to help with affordability and equity called the Customer Assistance for Residential Environmental Services (CARES). Customers can qualify based on their area median income, and will be eligible for a $20 to $25 credit on their monthly fixed fee.

The Hawaii State Department of Land and Natural Resources Divison of Forestry and Wildlife (DOFAW) announced there 2024-2025 Hawaii Wildlife Conservation and Game Bird Stamp Art Contest is now open and entries will be accepted through Saturday, April 5, 2025.

Status of Hale Kipa/State Youth Kauhale in Kuakini area – [1:27:10]: Member Mitsuda provided an introduction. Venus Rosete-Medeiros (CEO of Hale Kipa) introduced herself and various team members. Hale Kipa serves young people from the ages of 18 to 24 years old. Hale Kipa provides a range of programs and services for youth and has various housing services. The project is being funded through the stateʻs governorʻs initiative. Kauhale ʻOpio will be their newest housing offered in Kuakini area.

The Hawaii Lions Club will be hosting the “2025 Lion’s Day in the Park” Event to celebrate community service on Saturday, March 8, 2025. The family friendly event is free to enter and there will live entertainment, keiki activities, food vendors, crafts, informational booths, and more. The event will be located at the Frank F. Fasi Civic Center Grounds from 10:00 a.m. to 2:00 p.m. The second event he mentioned was in regards to the “2025 Walk to End Alzheimer’s” on Saturday, November 8, 2025 at Ala Moana Regional Park -Magic Island that will start at 8:00 a.m.
