Vice Chair Nitta shared an announcement before calling the meeting to order.

CALL TO ORDER [0:00:04]: Chair Wesley Fong called the Liliha/Puʻunui/Alewa/Kamehameha Heights Neighborhood Board No. 14 regular meeting to order at 6:30 p.m. Quorum was established with twelve (12) board members present. Note – This 13-member Board requires seven (7) members to establish a quorum and take official board action. Board members must be in-person or have video access.

Board of Water Supply (BWS) – [0:13:20]: Iris Oda provided the report and shared a general announcement regarding how to conduct a water audit.

Liliha Sub-District 4 – One (1) Vacancy – [0:14:41]: No volunteers at this time.

IV. RESIDENTS/COMMUNITY CONCERNS – [0:14:56]

Damaged “No Parking Sign” – [0:15:36]: Chair Fong read a submitted testimony from a resident who asked to remain anonymous. The resident is concerned about the “No Parking” sign outside of 518 North Judd Street that seems to have been cut down for the residents to have parking for guests when they have gatherings.
Reproductive Healthcare Bill Concern – [0:17:13]: Ryan Lim (Nuʻuanu Resident) shared his concerns regarding a bill that has been presented regarding reproductive healthcare services for minors starting at the age of 14 years old. This would allow minors to receive these services without parental consent while also making the minor financially responsible for the healthcare.

Request for Discussion Topic For the Next Board Meeting – [0:24:20]: Margaret Lim (Nuʻuanu Resident) asked Representative Takenouchi to continue her opposition in the legalization of recreational marijuana.

OahuMPO Citizen Advisory Committee (CAC) Report – [0:25:27]: Member Yamamoto provided the report on the monthly committee meeting that occurred on Wednesday, January 8, 2024. She shared the staff is presenting to the CAC on topics of interest in transportation, this meeting was in regards to the improvement of bus shelters.

o Monster Home Status: 1604 Hanai Loop, 2043 Liliha St. – [0:29:55]: The Department of Planning and Permitting (DPP) building inspection section conducted their respective investigations on the building permits and there are no violations.

o Squatters at Abandoned Property (1621 Pohaku St. Honolulu, HI 96819) – [0:32:54]: DPP conducted an investigation on October 2, 2024 revealing no sign of squatters at the property. If squatters are spotted, the property owner is responsible for contact HPD.

o Install Painted Crowsswalk at Nuuanu Ave./Bate St. – [0:34:28]: The Department of Design and Construction (DDC) shared these improvements are planned to be included in a future Rehabilitation of Streets project, which is pending the availability of funds. Until these improvements have been installed, re-striping of a marked crosswalk on Nu‘uanu Avenue at Bates Street is not recommended.

o Request for Curb Extension for Nuʻuanu Ave./Judd St. – [0:35:06]: The Department of Transportation Services (DTS) shared they are preparing a work order for delineator installation at this location to increase pedestrian safety at this intersection.

Councilmember Tyler Dos Santos-Tam (Council District 6) – [0:40:20]: Lisa Leonardo provided the report and shared highlights from the monthly newsletter for January 2025. She shared that DTS has made strides in establishing restricted parking zones, the 2025 Transit Construction Mitigation Fund for small businesses along Dillingham is underway to address challenges form the rail construction, January 14 will be the first committee meeting of the year, the work being done to address homeless encampments and other criminal activity in the area,
