CALL TO ORDER [0:00:06]: Chair Wesley Fong called the Liliha/Puunui/Alewa/Kamehameha Heights Neighborhood Board No. 14 regular meeting to order at 6:30 p.m. Quorum was established with 11 board members present. Note: This 13-member Board requires seven members to establish a quorum and take official board action. Board members must be in-person or have video access.

Board Members Present: Wesley Fong, Carole Kaapu, Cora Yamamoto, Zhoydell Magaoay, Donald Nitta, Chance Naauao-Ota, Brandon Mitsuda, Henry Pang, Ronald Higa, Darren Cantrill, Dale White, and Wallyn Christian (appointed at this meeting).

Honolulu Fire Department (HFD) [0:02:37]: Firefighter Yamada reported the following.
• April 2024 Statistics: There were one structure fires, one nuisance fire, six activated alarms, 130 medical emergencies, one motor vehicle crash involving a pedestrian, one motor vehicle crash/collisions, and one hazardous material incident.
• Safety Tip: Wildfire prevention safety tips were provided.

Honolulu Police Department (HPD) [0:05:18]: Lieutenant Keone Hong reported the following.
• April 2024 Statistics: There were two burglaries, six motor vehicle thefts, 14 thefts, 11 unauthorized entries into motor vehicles, one robbery, four assaults, and 1,289 calls for service.
• Safety Tips: Witness safety tips were provided.

• April Statistics: There were two water main breaks.

III. Approval – Resolution recognizing Jade Pham [0:12:47]
[0:12:57] Yamamoto Moved and Naauao-Ota Seconded the Motion to Adopt the Resolution Recognizing Jade Pham. The Motion WAS ADOPTED; 10-0-0 (AYE: Fong, Kaapu, Yamamoto, Magaoay, Nitta, Naauao-Ota, Mitsuda, Higa, Cantrill, White; NAY: None; ABSTAIN: None.). [0:16:50]

Chair Fong provided a brief speech, presented the Resolution, and took a board photo with Jade Pham.

IV. FILLING OF VACANCIES [0:25:14]: There were two vacancies; subdistricts: four (4), and five (5). Wallyn Christian volunteered to fill the subdistrict 5 vacancy, and provided a brief introduction. NA Johnson verified residency.

V. RESIDENTS’/COMMUNITY CONCERNS [0:29:22]:
Flooding: Resident Margaret Lim raised concerns regarding a property on 2647 Liliha Street, and ponding that occurs at the entrance to the home. The nearby storm drain appears to be clogged. The resident, Wyatt Hayashida, requested Ms. Lim’s help.

N School Street: Resident Wallyn Christian raised concerns with homeless individuals on N School Street, including a theft from a secured garage, and the blocking of sidewalks.

IV. FILLING OF VACANCIES (CONTINUED) [0:31:09]: NA Johnson verified Wallyn Christian lives in subdistrict 5.
