Rules of the Agenda: The Chair prepares the agenda and includes agenda items based on the Chair’s discretion. Rules of the Meeting: The Presiding Officer (“PO”) is responsible for running the meeting to maintain order and efficiency. [2:36:20] – Shubert-Kwock MOVED and Lye SECONDED to amend Resolution 2025-02 by adding a clause encouraging beer gardens for street events with alcohol to improve safety and facilitate DTS approval. The motion was NOT ADOPTED; 2-7-0 (Aye: Lye, Shubert-Kwock; Nay: Armstrong, Fitzsimmons, Isokane, McCarney, Mestas, Shintani, Caravalho; Abstain: None) – [2:42:25].

[2:42:00] – McCarney MOVED and Armstrong SECONDED to transmit the previously‑adopted Resolution 2025‑02 (Urging City Officials to Support Community Events in Downtown–Chinatown) to the Mayor, City Departments, and elected officials of Downtown–Chinatown (City Council and State Legislature). Further discussion followed. Hearing no further discussion, a roll-call vote was conducted. The motion was ADOPTED; 8‑0‑1. (Aye: Armstrong, Fitzsimmons, Isokane, Lye, McCarney, Mestas, Shintani, Caravalho; Nay: None; Abstain: Shubert‑Kwock) – [2:44:36].

Resolution 2025-04: Urging Increased Police Resources and Public Maintenance Funding for Iwilei, Chinatown, and Downtown Honolulu – [2:44:40]: There was no discussion.

Member Shubert-Kwock left the meeting at 2:46 p.m.; 8 members present.
