Rules of the Agenda: The Chair prepares the agenda and includes agenda items based on the Chair’s discretion. Board members may make written request for the inclusion of a proposed agenda item to the Chair in advance of the agenda’s publication. Once published, proposals to change the agenda (e.g., proposed additions or changes in priority) should be made by written request to the Chair in advance of (and not during) the meeting.
Rules of the Meeting: The Presiding Officer (“PO”) is responsible for running the meeting to maintain order and efficiency. When the PO opens discussion for a listed agenda item, audience members are limited to (2) minutes and Board Members are limited to one (1) minute (with possible leeway or follow-ups granted based on the PO’s discretion). Requests for follow-ups should be made to the PO. For any proposed board actions not listed on the published agenda (i.e., proposed by a member during the meeting), the PO may or may not allow discussion/votes on such proposals based on the PO’s discretion and judgment. Further, the PO may call votes on any listed board actions or allowed proposals in the order the PO believes is most efficient for the agenda item and meeting (or may defer any item based on the PO’s discretion)

4.1 City and County of Honolulu: Informational presentation on Honolulu City Lights, Public Worker’s Electric Light Parade, and Block Party on November 29, 2025; starting at 11:30am Punchbowl Street will be closed from Beretania St to S. King St; at 5:00pm S. King St and streets intersecting the parade route will close progressively and reopen progressively after the parade; at 6:15pm the parade will start on King St from River St to the end at Kawaiahaʻo St; at 10:00pm all roadways reopened to normal traffic conditions – Irene K.O. 4.2 Honolulu Department of Housing and Land Management (“DHLM”) and Pacific Housing Assistance Corporation: Introduction of potential affordable housing project at 130 Beretania (a.k.a. Kamalii Mini Park) and notification of opportunities to submit public testimony at future presentations in public hearings + upcoming City Council meetings – DHLM Director Designate Kevin Auger [dhlm@honolulu.gov]
4.3 Institute for Human Services (“IHS”) – Presentation on current operations for two recently opened shelters in Iwilei, the expanded continuum of services provided (e.g., detox, assertive outreach of mentally ill, frequently arrested), system collaborations and ideas for different strategies to meet varied needs, and being responsive to the continued concerns of the neighborhood of the growing homelessness/encampments in the community – IHS Executive Director Connie Mitchell [conniem@ihshawaii.org]
