Honolulu Fire Department (HFD) [0:02:33]: Fire Captain Young provided the report and highlighted the following: monthly incident statistics for August 2024; safety tip for the month is in regards to moving over for emergency vehicles.

Honolulu Police Department (HPD) [0:07:05]: Lieutenant Arnold Sagucio provided the report and highlighted the following: the monthly crime statistics for August 2024; HPD is taking measures to address the criminal breach this month in regards to the increase of motor vehicle thefts last month; the Badges and Buckets fundraiser raised $16,0000 over three days for Special Olympics Hawai’i at the Ke’eaumoku Walmart location; the Aloha Festivals Floral Parade will be on Saturday, September 28, 2024 and will begin road closures at 6:30 a.m. for the parade starting at Ala Moana Beach Park going through Waikiki and ending at Kapiolani Park; safety tip for the month is in regards to securing loose items in the back or on the top of your motor vehicle to prevent hazards for other drivers and motorcyclists which can result in serious injuries or fatal traffic crashes.

Approval of the Tuesday, July 23, 2024 meeting minutes [0:16:45]: [0:17:00] Rice MOVED and Davis SECONDED to approve the August 2024 regular meeting minutes as written. Hearing no objections, the motion WAS ADOPTED; 7-0-0 (AYE: Chang, Chee, Davis, Farinas, Mariano, Rice, Lee; NAY: None; ABSTAIN: None.) [0:17:04]

Report from September 12, 2024 Action Committee Meeting [0:17:10]: Action Committee Chair Davis provided the report and expressed appreciation for the public sharing their voices on the tennis court issues at Ala Moana Regional Park and encouraged the public to attend the next action committee meeting to continue the conversation of finding a solution to create more designated recreational space for pickleball in the district. The next upcoming action committee would like to gather more community input on the matter before drafting a resolution for the Board to consider. The Action Committee would also like to gather more community input on current rules and regulations about dogs and parks in the district to consider before drafting a resolution.

Consideration of Good Government Reforms Resolution [0:23:30]: Chair Lee shared due to the 48-hour notice requirement for posting draft Resolutions for the public, they will only be able to discuss the Resolution at the current meeting.

Attendance at other meetings [0:33:45]: Member Farinas provided her report on attending the Honolulu City Council’s Planning and Economy meeting regarding the Urban Center Development Plan. Some of the topics that were discussed at the meeting were housing affordability, types of conditions, mobility improvements, and creating age friendly communities in the district. Member Lynn shared that he plans on attending the next OahuMPO Citizen Advisory Committee meeting.

IV. PRESENTATIONS [0:37:20]

DTS Complete Streets Office Update [0:37:20]: Due to technical difficulties, this item was skipped and returned to at a later time until the issue was resolved.

V. SUBDISTRICT REPORTS [0:39:03]

Sub-District 3 Report [0:39:07]: Member Rice provided the report and shared that there will be a meeting Thursday, October 3, 2024 at 5:30 p.m. at Kolowalu Park held by HCDA executive director Craig Nakamoto to provide the community updates on: the crosswalks at the intersection of Waimanu St./Queen St.; the Kolowalu Playground reopening date; and the Kolowalu Mauka Dog Park. Member Rice expressed residents in the subdistrict are frustrated with the delay of these HCDA projects.

Sub-District 1 Report [0:41:40]: Member Chang provided the report and shared concerns from residents who reported that the street lights on Rycroft St., Ahana St., and the corner of Liona St./Kaheka St. are off and need to be repaired. Residents are concerned with the safety of this busy area now that there is a decrease in visibility.

Hearing no objections, Chair Lee took the agenda out of order to hear item IV. Presentations at this time.

IV. PRESENTATIONS – CONTINUED – [0:43:31]

DTS Complete Streets Office Update [0:43:43]: Renee Espiau (Complete Streets Administrator) provided updates on a number of initiatives that have taken place in the district. The presentation included information on: the Complete Streets Law (ROH 14-18); rehabilitation of streets Phase 12E; transfer of Kaka’ako Streets; lower Pensacola St; high pedestrian-injury corridors; O’ahu Vision Zero Action Plan; no right turn on red; and Kūhiō Avenue transit-priority lanes.

VI. RESIDENTS’ AND COMMUNITY CONCERNS [1:22:10]

Pickleball at Ala Moana [1:22:30]: Multiple community members who are either tennis or pickleball players took turns sharing their testimonies and expressing their frustration on the limited court space at Ala Moana Regional Park. Players from both sports shared that the conditions of the courts are also in poor condition with court lights that are out of service for months. Both sides have gained a lot of community input on the status of the courts and created their own petitions to represent their players. Sport statistics and personal observations were shared about the court usage. The tennis courts at the park are already heavily used by tennis players which makes it difficult to share existing courts with the pickleball players. Tennis players and pickleball players took turns sharing their testimonies on the court issue and offering their own suggestions of solutions to accommodate both sports.

Hawaii Community Development Authority (HCDA) – [1:52:30]: No representative present. Chair Lee announced that the next HCDA meeting will be on Wednesday, October 2, 2024.

Honolulu Authority for Rapid Transportation (HART) – [1:53:30]: Marissa Gonzales from HART and Patrick Watson from Frank V. Coluccio Construction provided the report. Marissa Gonzales highlighted the following updates: six rail stations will be about 3 miles of elevated rail from Middle St. transit center to Civic Center station; construction for the City Center Guideway and Stations is expected to begin in 2025; status update of the airport guideway in stations; and HART utility relocation updates. Patrick Watson representing Frank V. Coluccio Construction provided traffic updates: Frank V. Coluccio Construction’s contract has been extended by HART to the first quarter of 2025; and underground trench work.

Governor Josh Green – [1:57:50]: Ashton Stallings and Kayla Setcher were present to provide the report and highlight the following: the State Department of Health recommends the public to get their updated 2024-2025 flu vaccines and COVID-19 vaccines that addresses the new strains spreading during this time of the year; U.S households can request four free COVID-19 self test kits starting Monday, December 23, 2024; and the monthly newsletter for September 2024.
