Video-Teleconference: The Board will be making a good faith effort to provide the public with the opportunity to observe the meeting as it happens and an opportunity to provide oral testimony without a physical presence in the physical meeting room. Note: The Board may take action on any agenda item. As required by the State Sunshine Law (HRS 92), specific issues not noted on this agenda cannot be voted on, unless added to the agenda. A two-thirds (2/3) vote (8) of this eleven (11)-member Board is needed to add an item to the agenda. Adding an item to the agenda, however, is not permitted if (1) the item to be added is of reasonably major importance and (2) action on the item by the board will affect a significant number of persons. Determination of whether a specific matter may be added to an agenda must be done on a case-by-case basis.

1. Call to Order (5min): Committee Chair Emma Davis
1.1 Welcome and Introductions
1.2 Review of Action Committee’s Purpose
1.3 Overview of Meeting Agenda and Objectives

2. Amplifying Community Business and Celebrations Through PR and Communications (30min)
Objective: Explore strategies for using the board’s resources to enhance visibility and engagement for local businesses and events.

2.1 Discussion: Current tools available for public relations and communications (social media, newsletters, etc).
2.2 Proposal: Determine feasibility, ownership and timeline to manage community PR campaigns, including spotlighting businesses and promoting events.
2.3 Action Plan:
2.3.1 Identify upcoming events and businesses for promotion.
2.3.2 Discuss partnerships with local media outlets.
2.3.3 Establish a content calendar for community highlights.
2.4 Feedback: Solicit community ideas for features and stories.

3. Pilot Program for Integrating Houseless Individuals with Community Contribution Projects (40min)
Objective: Develop a pilot program to engage houseless individuals in meaningful, community-focused projects.

3.1 Rationale: Impact of successful integration on sense of belonging, shifting assumptions and creating a vision for collective success.
3.2 Brainstorm: Potential projects (e.g., community gardening, park beautification, local event support).
3.3 Collaboration: Identify partnerships with non-profits, local businesses, and government agencies.
3.4 Next Steps:
3.4.1 Draft pilot program framework.
3.4.2 Establish metrics for success (e.g., participation rates, community impact).
3.4.3 Set timeline and budget requirements.
3.5 Open Discussion: Address community concerns or suggestions for the pilot.

4. Expectations for Public Input/Testimony in Support of Major Projects/Policies (30 minutes)
Objective: Shift the board’s approach to proactive community support for major initiatives.

4.1 Problem Statement: Challenges of relying on absence of dissent rather than active support.
4.2 Proposed Change: Encourage expectation for public testimony in favor of projects/policies to demonstrate widespread community endorsement.
4.3 Guidelines:
4.3.1 Develop simple templates for submitting supportive testimonies.
4.3.2 Educate the public on the importance of active participation.
4.3.3 Outline key moments for public input during project development.
4.3.4 Determine expectations for support before approval of projects by the board and/or additional public offices/organizations
4.4 Resolution: Draft a policy statement to formalize the shift in expectations.
