Purpose: §2-13-101 [Neighborhood Plan of 2008, City Charter] “Purpose. The purpose of this neighborhood plan and the neighborhood boards is to increase and assure effective citizen participation in the decisions of government.”

Community Vision Statement: “A safe and healthy community with a lei of parks connected by roads, sidewalks, and public transportation; where daily life is not interrupted by loud vehicles and other obnoxious noises; where all community members are valued, including the least fortunate; and where residents are proud to live.”

Rules of Speaking and Notes: Anyone wishing to speak is asked to raise their hand. When recognized by the Chair, address comments to the Chair. Speakers are encouraged to keep their comments under 3 minutes, and those giving reports are urged to keep their reports under 3 minutes. Please silence all electronic devices. The Board may take action on any agenda item. As required by the State Sunshine Law (HRS 92), specific issues not noted on this agenda cannot be voted on, unless added to the agenda. Nice Neighborhood Committee Report – [0:13:12]: Nice Neighborhood Committee (NNC) Chair Harris Nakamoto provided the report and highlighted the committee’s work, including homeless encampments, illegal dumping, and fire prevention around the “Punchbowl Perimeter.” The next committee meeting is on Monday, January 27, 2025 at 2:00 p.m. at the Coronet Condominium (1314 Victoria Street) and online via Webex.

Discussion on Punchbowl Perimeter Project and cooperating with the Nuʻuanu/Punchbowl Neighborhood Board No. 12 regarding homeless encampments, illegal dumping, and fire prevention – [0:14:55]: Nuʻuanu/Punchbowl Neighborhood Board No. 12 Chair Patrick Smith shared remarks in support of efforts to address and solve issues around the “Punchbowl Perimeter.”

Resolution Addressing Traffic and Safety Hazards Caused by Chick-fil-A Makiki Operations – [0:20:48]: Resident Lindsay Chambers raised concerns and issues about the Chick-fil-A Makiki next to the Queen Victoria Condominium. Chambers spoke in support of the resolution, which requests the removal of street parking along the right side of Beretania Street, from Pensacola Street to 1056 South Beretania Street in order to improve traffic flow, reduce congestion, and enhance safety for motorists, pedestrians, and residents. Kevin Fung of Chick-fil-A Makiki responded to street parking and traffic concerns.
[0:31:06] – Ross MOVED and Steelquist SECONDED to amend the resolution by a second right-turn lane from Pensacola Street onto Beretania Street. Without objection, the amendment was ADOPTED; 11–0–0 (Aye: Char, Granger, Kawano, Lakalaka-Manupuna, Lee, Nakamoto, Peck, Ross, Salassa, Santos, and Steelquist; Nay: None; Abstain: None) – [0:39:40]. After discussion on the amended resolution, the resolution was NOT ADOPTED; 4–4–3 (Aye: Granger, Peck, Ross, and Steelquist; Nay: Char, Lee, Nakamoto, and Salassa; Abstain: Kawano, Lakalaka-Manupuna, and Santos) – [0:40:25]. The Makiki Neighborhood Board adopted a motion in support of requesting the Department of Transportation Services (DTS) to add a second right-hand turn lane on Pensacola Street for drivers turning onto South Beretania Street.

Discussion and Motion to Address the Enforcement and Proliferation of Illegal Fireworks – [0:47:44]: Board members (Char, Nakamoto, Santos, Steelquist, Kawano, Ross) and resident (Nancy Depicolzuane) raised concerns and shared remarks about the enforcement and proliferation of illegal fireworks. There was no motion.

Discussion and Motion for the Chair to write a letter in support of funding to TUKAH (The United Korean Association of Hawai‘i) for air conditioning and a remote entry system – [1:01:05]: TUKAH’s Executive Director Joyce Yang requested a letter of support from the Neighborhood Board that TUKAH may utilize when seeking donations from private donors or other organizations. For comfort, health, safety, and security reasons, TUKAH would like to have split-level air conditioning units and a secured remote entry system. [1:06:38] – Steelquist MOVED and Nakamoto SECONDED a motion for the Chair to write a letter in support of funding to TUKAH for air conditioning and a remote entry system. 2. Approval of Monday, November 25, 2024 Meeting Minutes: APPROVED

3. Committee Concerns from Previous Meeting
a. Makiki Laundromat: Safety concerns. Harris shared that Lynn Robinson called to provide update. Looks like landlord is addressing safety issues.
b. 1011 Palm Drive: Harris shared that he and Nancy Depicolzuane met on Saturday, January 25, 2025 at 8:30 p.m. to observe car and motorcycle activities. There was no speeding or reckless activity. We will continue to follow up with Nancy and communicate her concerns to the Honolulu Police Department (HPD), Department of Planning and Permitting (DPP), and the Honolulu Liquor Commission.

a. Resolution presented to Full Board for NO PARKING on Beretania Street

5. Resident and Community Concerns not listed on the agenda
a. 1427 Ernest Street: Residents Rich C. and Richard Ching presented concerns at NB #10 Board meeting on Thursday, January 16, 2025 regarding illegal drug activity fronting 1427 Ernest Street apartment. This concern was referred to Nice Neighborhoods Committee. Follow-up with residents scheduled for Saturday, January 18, 2025 at 1:00 p.m.
b. 1111 South Beretania Street (First Hawaiian Bank Makiki Banking Center): Donna Kojima, Branch Manager, shared her concerns of homeless illegal drug use, encampments, and hygiene issues. Donna will speak to other business managers at Walgreen and PetCo to arrange for meeting with HPD and elected officials to address potential solutions.

6. Next Meeting: Monday, February 24, 2025 at 2:00 p.m. online via Webex and in person at 1314 Victoria Street community access.
