Purpose: §2-13-101 [Neighborhood Plan of 2008, City Charter.] “Purpose. The purpose of this neighborhood plan and the neighborhood boards is to increase and assure effective citizen participation in the decisions of government.”

Community Vision Statement: “A safe and healthy community with a lei of parks connected by roads, sidewalks, and public transportation; where daily life is not interrupted by loud vehicles and other obnoxious noises; where all community members are valued, including the least fortunate; and where residents are proud to live.”

Rules of Speaking: Anyone wishing to speak is asked to raise their hand, and when recognized by the Chair, to address comments to the Chair. Speakers are encouraged to keep their comments under three (3) minutes, and those giving reports are urged to keep their reports under three (3) minutes. Please silence all electronic devices.

Note: The Board may take action on any agenda item. As required by the State Sunshine Law (HRS 92), specific issues not noted on this agenda cannot be voted on, unless added to the agenda. Honolulu Police Department (HPD) [0:01:03]: Lieutenant Arnold Sagucio reported the following:
• May 2024 Statistics: There were 13 motor vehicle thefts, 9 burglaries, 49 thefts, 15 unauthorized entries into motor vehicles (UEMV), 10 assaults, 1 graffiti offense, 3 drug offenses and 2,374 total calls for service. For more information, go to https://www.honolulupd.org/.
• Safety Tip: Unattended Drinks – Be aware of your beverages. Cover your drinks and never leave them unattended. Don’t accept any type of drinks unless it is coming directly from the staff or establishment. If you do start feeling sick or incapacitated, let someone know immediately, whether that be a friend or staff member, so that they can get you help as soon as possible.

Highlights included no main breaks in the area during May 2024, the general water announcement related to the annual water quality reports, and follow-up responses to concerns raised at the previous meeting. 3. PRESENTATIONS [0:29:28]

Department of the Prosecuting Attorney (PAT) [0:29:28]: Brooks Baehr, Andrew Itsuno, and Florence Nakakuni from PAT gave the presentation. Baehr highlighted what their office does with regards to prosecuting crimes. Itsuno highlighted why certain offenses cannot be charged and exactly how much evidence is needed. Cases are not charged until there is evidence to prove the case beyond a reasonable doubt at trial. Witnesses are needed to testify what is depicted in video evidence. [0:41:17] – Nakakuni highlighted the misdemeanor division and the work PAT and HPD does with the Institute of Human Services (IHS). If a community member sees any individual who based on their conduct appears to have a mental health issue to contact the IHS Outreach Manager at (808) 447-2865. Leave a message if needed and you should receive a response within 48 hours. Included in the message should be the location, a description of the individual, explanation of what the individual is doing, and to send pictures to castrom@ihs.hawaii.org. The more detailed information, the better.

Bus Route Modifications [0:55:08]: Eric Grover from DTS presented on upcoming TheBus service changes. The changes go into effect on Sunday, August 18, 2024. Free Rainwater Assessments [0:59:03]: Cyrus Howe from Hawaiʻi Green Growth presented on building a resilient Ala Wai watershed. Highlights included different types of green stormwater infrastructure, the process that is taken using the Follow the Drop app to give free rainwater assessments to property owners, and incentive programs. Chair’s Report [1:13:25]: Chair Ross gave his report. Highlights included accomplishments of the Board and Chair Ross deciding he would not run for reelection as Board Chair in July 2024.

Motion to Suppose/Oppose Proposed Sale of Pi’ikoi Mini Park [1:18:16]: Councilmember Say shared a letter relating to the proposed sale of Pi’ikoi Mini Park. The Board discussed the idea that the park may become private if purchased. No Board action taken.

Letter Opposing the Disbanding of the Red Hill Community Representation Initiative (CRI) [1:27:33]: Kawano MOVED and Steelquist SECONDED to oppose the disbanding of the Red Hill CRI [1:28:36]. Discussion followed. Hearing no further discussion, the Board conducted a voice vote. Bill 7 Project on Alapai Street [2:11:30]: Member Santos raised a concern about an upcoming Bill 7 affordable housing project in the area.
