Purpose: §2-13-101 [Neighborhood Plan of 2008, City Charter] “Purpose. The purpose of this neighborhood plan and the neighborhood boards is to increase and assure effective citizen participation in the decisions of government.”
Community Vision Statement: “A safe and healthy community with a lei of parks connected by roads, sidewalks, and public transportation; where daily life is not interrupted by loud vehicles and other obnoxious noises; where all community members are valued, including the least fortunate; and where residents are proud to live.”

There were 7 motor vehicle thefts, 10 burglaries, 17 thefts, 7 unauthorized entry into motor vehicle (UEMV) offenses, 5 assaults, 0 sex assaults, 2 graffiti incidents, 7 drug-related offenses, 2,242 calls for service, and 58 traffic citations at the intersection of Lunalilo Street and Piʻikoi Street. Approval of a Letter Requesting the First Floor and Basement of the Former Makiki Library for the Korean Cultural Community Center – [1:23:44]: No letter was introduced. Mitchell raised concerns about high levels of radiation in the basement (https://www.nrc.gov/docs/ML2125/ML21250A188.pdf). The building is designated as a historic structure, so any modifications require review and approval from the State Historic Preservation Division (SHPD).
Presentation by and Motion to support HONU (Homeless Outreach and Navigation for Unsheltered Persons) Services at Pāwaʻa In-Ha Park – [1:25:19]: There was no presentation. Chair Char said he was told that HONU will not set up at Pāwaʻa In-Ha Park.
Presentation by OHA (Office of Hawaiian Affairs) Regarding OHA’s Strategic Plan – [1:25:40]: OHA’s Oʻahu Resident Trustee Kalei Akaka and OHA’s Senior Director of Strategy and Implementation Elena Farden shared OHA’s plan to attend Neighborhood Board meetings quarterly and reestablish pilina (relationship) with the Neighborhood Board, especially with the largest Native Hawaiian community at the Kalāwahine and Papakōlea Native Hawaiian homesteads in the Punchbowl-Tantalus area. Farden highlighted OHA’s Strategic Plan “Mana i Mauli Ola” (Strength to Wellbeing) and plans to launch at least 14 programs within the next fiscal year related to education, healthcare, workforce, and housing (https://www.oha.org/about/mana-to-mauli-ola). Farden invited residents to attend OHA Board of Trustees meetings (https://www.oha.org/bot) and shared job openings (https://www.oha.org/jobs).

Discussion and Motion on Punchbowl Safety Regarding Recent Bonfires and Coordination with the Nu’uanu/Punchbowl Neighborhood Board – [1:54:40]: Nuʻuanu-Punchbowl Neighborhood Board Chair Patrick Smith and Makiki Neighborhood Board members had a discussion on how to address this matter with city, state, and federal officials. Santos raised concerns about homeless campsites and fires in the Punchbowl area. There was no motion.
Discussion and Motion to Examine More Safety Measures to Make the 5-Way Intersection of Iolani Avenue/Prospect Street/Alapai Street Safer – [1:59:43]: Santos raised traffic safety concerns about this 5-way intersection. Santos is working towards a solution with Councilmember Dos Santos-Tam’s office and DTS. [2:00:41] – Santos MOVED and Steelquist SECONDED to keep this topic on the meeting agenda.
