Purpose: §2-13-101 [Neighborhood Plan of 2008, City Charter.] “Purpose. The purpose of this neighborhood plan and the neighborhood boards is to increase and assure effective citizen participation in the decisions of government.”

Community Vision Statement: “A safe and healthy community with a lei of parks connected by roads, sidewalks, and public transportation; where daily life is not interrupted by loud vehicles and other obnoxious noises; where all community members are valued, including the least fortunate; and where residents are proud to live.”

Rules of Speaking: Anyone wishing to speak is asked to raise their hand, and when recognized by the Chair, to address comments to the Chair. Speakers are encouraged to keep their comments under three (3) minutes, and those giving reports are urged to keep their reports under three (3) minutes. Please silence all electronic devices.

Note: The Board may take action on any agenda item. As required by the State Sunshine Law (HRS 92), specific issues not noted on this agenda cannot be voted on, unless added to the agenda. A two-thirds (2/3) vote (12) of this 17-member Board is needed to add an item to the agenda. Items may not be added if they are of major importance and will affect a significant number of people.

Honolulu Police Department (HPD) [0:00:49]: Lieutenant Arnold Sagucio gave the report, provided responses to concerns raised at the previous meeting, and announced a “Meet the Major Coffee Time.”
• June 2024 Statistics: There were 8 motor vehicle thefts, 11 burglaries, 29 thefts, 19 unauthorized entries into motor vehicles (UEMV), 9 assaults, 1 sex assault, 1 graffiti offense, and 2,113 total calls for service. For more information, go to https://www.honolulupd.org/.
• Safety Tip: Checking your Vehicles Backseat – Temperatures within an enclosed vehicle can reach up to 120 degrees within a few minutes when parked in direct sunlight. Make a conscious habit to make checks to any precious cargo you may have in the backseat.

Filling of Vacancy – 1 in Subdistrict 2 [1:08:30]: This item was incorrectly placed on the meeting agenda. There were no vacancies at the time of the agenda being distributed or the meeting.

Resolution to Request a Full Environmental Impact Statement (EIS) for the Proposed Bridge Over the Ala Wai Canal, University Avenue, and Kalaimoku Street Residential Neighborhood Site [1:10:10]: Resident Laura Ruby introduced the resolution and purpose behind it. Peck MOVED and Mitchell SECONDED to adopt the resolution [1:18:21]. Discussion followed.

Proposed 54-unit Tower at 1617 Alapai Street [1:24:07]: Member Santos presented on her concern with the proposed affordable housing development at 1617 Alapai Street. Highlights included the existing site that will hypothetically be demolished, the impacts to surrounding properties, and her desire for a more moderate building design.

Motion to Suppose/Oppose Proposed Sale of Pi’ikoi Mini Park [1:41:15]: Member Ross spoke on the different options regarding this issue and recommended the Board think about what stance it would like to take. Members Kawano and Lee support the sale of the park. Member Baldwin opposes the sale of the park and brought up the related issue of homelessness and need for affordable housing. Member Santos is unsure of her stance. Member Mitchell opposes the sale. Member Ross shared his idea to request the funds from the sale go back towards parks in the neighborhood.

Discussion on Illegal Game Rooms [1:49:47]: Member Ross highlighted Resolution 24-143 of establish a task force on gambling rooms. 3 community members will be selected to join the task force.

Approval of Regular Meeting Minutes – Thursday, June 20, 2024 [1:50:41]: Nakamoto MOVED and Ross SECONDED to approve the Thursday, June 20, 2024 Regular Meeting Written Summary for Video Record as written [1:50:54]. 7. RESIDENT / COMMUNITY CONCERNS [2:10:58]

Houseless at Cartwright Field [2:11:16]: Resident Nina Bourke raised a concern about the increased number of houseless persons at Cartwright Field after regular park hours. Neighbors to the field have put up gates that houseless persons have climbed over.
