Quorum was established with 15 members present. Note – This 17-member Board requires nine (9) members to establish a quorum and to take official Board action. Board members must be in-person or have video access.

Honolulu Police Department – [0:02:28]: Lieutenant Stephen Keogh introduced the new Commander of Waikīkī, Major Raiden Ogata, and provided the statistics for the month of September 2024. There are 10-13 officers typically in Waikiki divided into two sectors.

Board of Water Supply (BWS) – [0:33:08]: Dominic Dias provided the report and highlighted the following: 8 inch main fronting Kalakaua Ave; no construction projects in the area; and the general water announcement regarding BWS recruitment. Board of Water Supply is sponsoring a poetry contest for grades K-6 and an art contest for grades 7-12.

Ala Wai Bridge – [0:45:16]: Resident Ruby advocates for the board to support an Environmental Impact Statement (EIS) for the Ala Wai Bridge and urges for the community to provide input.

VIII. INFORMATIONAL BRIEFING ON WAIKĪKĪ RESILIENCE & ADAPTATION PLAN (WRAP) IMPACT ON WAIKĪKĪ BEACh – [1:53:26]

Waikiki Business Improvement District Association (WBIDA) Waikiki Update/Safe and Sound Update – [1:53:26]: Trevor Abarzua and City Prosecutor Steve Alm provided a presentation regarding the quarterly updates on the Waikiki Safe and Sound program. Their presentation highlighted the following: crime statistics in Waikiki in the timeframe of September 6, 2022 through September 4, 2024, the decrease of the homeless count from 251 on September 2022 and 183 as of October 2024, Outreach & Community Partnerships in Quarter 3, and the program’s vision for year 3.

Honolulu City Council, Bill 50, reducing the number of street festivals held on Kalakaua Avenue – [2:16:46]: Chair Tommy Waters provided a brief explanation Bill 50. The purpose of Bill 50 is to reduce the number of events to 27: Unlimited 1st Amendment Street activities are protected that constitute expression (i.e. Pride, Martin Luther King), 11 Legacy Parades, 3 Legacy Street Festivals, 3 Non-Legacy Street Festivals, 6 Non-Legacy Parades, and 4 Mayor’s Waivers.
