The following items will be discussed and voted on by the Public Safety Committee to put in front of the Waikīkī Neighborhood Board for consideration through a board resolution or official stance.

Waikiki Neighborhood Board Public Safety Committee meeting at Waikiki Business Improvement District, 2270 Kalakaua Avenue, Suite 1007, Honolulu, Hawaii 96815. Meeting held on Tuesday, May 26, 3026, scheduled from 6:00 pm to 7:30 pm. Minutes by Chair Huycke.

As of 6:00 pm, Chair Huycke present, Members Anderson and Cabanero excused due to other commitments, and Members Jacob and Wiencek advising they would be a little late. Also present were HPD District 6 Major Okamoto, Captain Toma, and the night watch Lieutenant. One guest Waikiki resident was also present. Board Chair Finley was present via Webex. This was an in-person meeting, not a hybrid meeting, but persons could attend and participate online.

Due to no quorum, the meeting was not called to order at 6:00 pm, with an explanation given to attendees. Member Jacob arrived at 6:13 pm. Considering the attendees and knowing Member Wiencek was enroute, Chair Huycke asked Major Okamoto to begin his presentation. Chair Huycke then began recording online. No committee action occurred before quorum was met.

Member Wiencek arrived at 6:40 pm and Chair Huycke called the meeting to order. The other HPD officers spoke and attendees asked questions that were answered by the HPD officers.

Topics of discussion included homelessness as to how it relates to crime, frustration with suspects arrested then not charged, dealing with mental health issues, and businesses refusing to prosecute suspects.

Suggested follow-up included pursuing a change to the wheelchair exemption to the sit-lie ordinance; the exemption as written allows people to loiter and obstruct pedestrian traffic, in violation of the spirit of the law regarding the sit-lie ordinance.

Another follow-up suggestion was strengthening enforcement capabilities of street performers and peddlers.

Chair Huycke will pursue meeting with someone from the Honolulu Prosecutors Office to address issues raised.

Member Wiencek advised the environmental crimes he wanted to discuss could be addressed at a future meeting.

There was no other concern raised by the public.

Chair Huycke advised members to contact him with future meeting topics and that the next meeting would be announced considering time and location availability. Chair Huycke adjourned the meeting at 7:31 pm and ended the recording online.
