Honolulu Fire Department (HFD) [0:03:08]: Firefighter Captain Keith Endow gave the report. Highlights included the July 2024 statistics, the fire safety tip of the month related back to school fire safety. Honolulu Police Department (HPD) District 1 [0:07:07]: Lieutenant Arnold Sagucio gave the report and highlighted the July 2024 Statistics; highlighted two events for the month of August: the Korean Festival and the Pokémon World Championships; and possible heavy traffic due to back to school.
• July 2024 Statistics: There were 5 motor vehicle thefts, 3 burglaries, 8 thefts, 3 unauthorized entry into motor vehicle (UEMV), 3 assaults, and 380 calls for service. For more information, go to https://www.honolulupd.org/.
• Safety Tip: Trafic and Pedestrian Safety – Drivers should slow down, check blind spots twice, and leave earlier to avoid traffic. Pedestrians should make eye contact with drivers when crossing the street and be predictable so that drivers understand what they are doing on the road.

HPD District 7 [0:21:39]: Lieutenant Michael Thompson gave the report and highlighted the July 2024 Statistics:
• July 2024 Statistics: There were 18 motor vehicle thefts, 6 burglaries, 11 thefts, 11 UEMVs, and 6,412 calls for service. For more information, go to https://www.honolulupd.org/.
• Safety Tip: Fake Jewelry Scams – Do not buy jewerly from strangers on the street. Get it through reputable dealers and stores.

Filling of Vacancy – 2 At-Large [0:37:21]: There was one volunteer present, but he did not bring the proper information for verification.

Election of Officers – Chair – [0:41:04]: [0:42:12] – Devilbiss nominates Robotti for Chair. [0:42:23] – Lee self-nominated for Chair. Hearing no other nominations, the board conducted a roll call vote. As neither candidate received a quorum of votes, this item was deferred to the next meeting; 3-4-0 (Robotti: Devilbiss, Galdeira, and Robotti; Lee: Kim, Kohler, Lee, and Salas) – [0:43:35].

Election of Officers – Vice Chair – [0:47:05]: [0:47:15] – Lee nominates Salas for Vice Chair. Hearing no other nominations, the board conducted a roll call vote. Salas was elected as Vice Chair. 8-0-0 (Salas: Devilbiss, Galdeira, Kim, Kohler, Lee, Quadri, Salas, and Robotti) – [0:47:57].

Update on Houseless – John Mizuno, State Homelessness Coordinator – [0:50:55]: No representative present.

Update on Houseless – Sam Moku, City Homeless Coordinator – [0:51:19]: Sam Moku provided his report and highlighted the following: the City purchased Waikīkī Vista to create family shelters, and the First Hawaiian Bank near ʻAʻala Park to convert it into a medical respite; informed the public about the Crisis Outreach Response and Engagement (C.O.R.E) and his role in helping the homeless; and future shelter projects throughout Oʻahu.

[1:22:14] – Hearing no Objections, Chair Pro-Tem Robotti asked C.O.R.E to present themselves to the Board.

Crisis Outreach Response and Engagement (C.O.R.E) – [1:22:24]: John Kanaulu provided information about C.O.R.E and their services. The program’s aim is to help the homeless get off the street by providing outreach and building relationships. Their current staff size is 30, covering the entire island, and are actively looking to recruit new staff members.

State Candidacy – [1:44:11]: Ian Ross announced for running Democratic candidate for State House District 23 and provided information about himself.

State Candidacy – [1:44:55]: Ikaika Olds announced his candidacy for State House District 23 and provided information about himself.

Constituent Concern about the Stream near the South King Street and Kalākaua Avenue – [1:45:59]: Resident Kawamura raised concerns about the homeless population near Makiki stream located on South King Street and Kalākaua Avenue. She provided photos and video proof of homeless leaving the trash in streams and the streets. She also provided a draft resolution asking the State of Hawaiʻi and the City and County of Honolulu to test and clean up Makiki Stream and permanently remove the current homeless encampments.

Derelict Building – [2:33:18]: Resident Kawamura informed the community that she had reported a dilapidated building called the Kalakapi Apartment Hotel to Chassity Santiago and is waiting for a response.

Crosswalk Safety – [2:34:26]: Resident Ikaika Olds raised concerns about a blacked-out crosswalk on Kapiʻolani Blvd adjacent to the McCully Ala Wai Community Playground.

Island wide Network Resilience Hub updates – [2:35:50]: Miyahara student leader of the Center of Resilient Neighborhoods (CERENE) announced the official launch of the Island Wide Network of Resilience Hub on Oʻahu.
