Answer: It is a challenge; however we have enforcement on streets and focuses on homeless.

Mayor Rick Blangiardi’s Representative: Michael O’Keefe, outgoing Department of Environmental Services Deputy Director, introduced the Director of Department of Community Services Anton Krucky. Director Kruky introduced himself and overview of the City’s efforts to help community members who are homeless, including the Homeless Outreach and Navigation for Unsheltered Persons (HONU) Program (https://www8.honolulu.gov/dcs/honu).
Councilmember Scott Nishimoto (District 5) – [1:15:10]: Councilmember Nishimoto mentioned that the June 4 meeting town hall will take place after the budget is passed. The councilmember will be at the next meeting to discuss more about what this budget entails.

4. BOARD BUSINESS – [1:30:43]
Presentation by Department of Community Services Director Anton Krucky and Director of Homeless Solutions Roy Miyahira. The Department of Community Services continues to operate the Homeless Outreach and Navigation for the Unsheltered (HONU) program, providing essential outreach and support services to individuals experiencing homelessness. HONU sites will rotate through various locations on Oʻahu, staying at each site for a maximum of 120 to 150 days before moving to the next area.
Hawaii State librarian Stacy Aldrich shared about how the library is trying to engage the public through its physical materials, in-person events, computer access, free Wi-Fi, and general library services. She briefly discussed the new library logo and promoted its Summer Reading Challenge. She noted that from January to November 2024, the library hosted 3,939 programs with a total attendance of 139,207.

Answer: Due to the pandemic, we are trying to extend the hours, and we are trying to catch up as we get more people to shift the hours.

University of Hawaiʻi at Mānoa – [1:43:40]: Elmer Kaʻai’s update explained what the extent of the federal cuts on UH: Future Federal Budget will be 50% cut to NSF funding, 40% cut to NIH funding, and possible reduction to student financial aid, Pell Grants.

Presentation: TheBus Route Changes Under Consideration – [1:01:50]: Dave Simpson (PBR Hawaii) presented DTS’ proposed bus route changes for the second phase of Skyline opening on Wednesday, October 1, 2025. Instead of running TheBus Route C into town, the C Line is proposed to be truncated at the Keoneʻae (University of Hawaiʻi West Oʻahu) Skyline Station with direct routing via the freeway, fewer stops, and higher frequency. Instead of running TheBus Route E into town, the E Line is proposed to be rerouted to Wahiawā to provide mauka-makai service. The deadline for questions and comments is Tuesday, July 15, 2025. Resolution Calling the City and County of Honolulu to Address Air and Noise Pollution from Motorized Vehicles – [1:42:47]: Edward Huls introduced a resolution calling to mandate the improvement of mufflers on mopeds, motorcycles, cars, and trucks to reduce both air and noise pollution, and outlaw 2-stroke (2-cylinder) mopeds. This resolution requests the City to impose strict penalties on motorists driving “loud, improperly muffled” 4-cylinder mopeds, motorcycles, cars, and trucks with HPD “in-car technology” and camera-automated exhaust noise enforcement. 6. COMMUNITY CONCERNS FROM RESIDENTS – [2:42:47]
Vandalism and Ala Wai Bridge Project (Ala Pono) – [2:42:52]: Resident Laura Ruby raised general concerns about vandalism in the neighborhood and shared that she is a “preservation consultant” for the Ala Wai Bridge project.
Iwi Kūpuna (Ancestral Remains) Project – [2:43:50]: Resident Keʻalohilani Wong shared that her family is starting the process of iwi kūpuna (ancestral remains) protection on land in Kapaʻakea and Mōʻiliʻili. Wong asked for the Neighborhood Board’s support and requested to be added to the next meeting agenda.
7. BOARD ANNOUNCEMENTS
June 2025 Recess and May 2025 Special Meeting: The McCully-Mōʻiliʻili Neighborhood Board No. 8 is scheduled to recess in June 2025. A special meeting is tentatively scheduled on Thursday, May 29, 2025 at 6:00 p.m. in person at the McCully District Park Classroom 1 (ground floor). To request a meeting agenda item, please contact the Chair at least two weeks before the scheduled meeting.
