The Division of Wastewater Engineering and Construction (WEC) plays a critical role in protecting the health, safety, and environment of the City and County of Honolulu by delivering well-planned, efficiently executed Capital Improvement Projects (CIPs) across the island.

What We Do
WEC plans, designs, and manages the construction of wastewater infrastructure across Oʻahu, including:
- Wastewater treatment plants
- Pump stations
- Force mains
- Gravity sewer systems
- Every project is designed with long-term performance, environmental compliance, and community impact in mind.
- We collaborate closely with internal partners at ENV and external stakeholders to ensure every project meets rigorous engineering, operational, environmental, and regulatory
From Planning to Completion
WEC oversees all phases of wastewater CIP projects:
Planning & Investigation
- Field visits, data collection, investigative studies
- Engineering reports and alternatives analysis
Design & Permitting
- Environmental clearances and permit processing
- Stakeholder coordination and cost estimation
- Development of plans and specifications
Construction & Oversight
- Contract management for private consultants and contractors
- On-site inspections and construction oversight
- Project closeout and post-construction evaluation
