Request for Disposal Clearance Waiver

The City and County of Honolulu, Department of Environmental Services, is committed to partnering with community members, groups and individuals to protect the environment and preserve the beauty of Oahu for future generations. An exemption from disposal charges, special handling charges, and fees of Section 42-4.2(a), (b), and (e) of the Revised Ordinances of Honolulu, as amended (“ROH”), may be granted for a one-day solid waste cleanup event or activity approved by the Department of Environmental Services. In accordance with ROH Section 42-4.2(d), approved events or activities must be for the express, non-commercial benefit of the community and must involve the collection of litter and other solid waste from non-commercial sources and result in the disposal and recycling of that waste.

All submission need to be at a minimum of 10 days prior to event.  Any waivers submitted less than 10 days are not guaranteed

Waste material from the one-day cleanup shall be source separated and recycled to the extent possible.
Recyclables such as large appliances/white goods, metals and green waste are to be separated and delivered
separately to a recycler. H-POWER accepts combustible trash, bulky items and passenger vehicle/light truck
tires without rims. Cleanups with more than ten (10) tires should haul tires in a separate load to H-POWER.
Landfill accepts non-combustible items only. Please see the Refuse Division’s website,
