Rules and Guidelines for Residents
Accepted Delivery Vehicles
Limited to sedans, sports utility vehicles (SUVs), pickup trucks, or mini-vans. Trailers are restricted. Vehicles with commercial plates are permitted and Rental Vehicle*s are permitted, provided they are limited to the above types of vehicles and are delivering residential waste only generated by the owner of the vehicle except for deliveries of construction and demolition (C&D) waste to Waimanalo Gulch Sanitary Landfill (WGSL). Residents using rental vehicles must ensure the rental agreement is under their name and they are present at the time of delivery. Residents with trailers or larger rental vehicles need to be preapproved to use a transfer station only (no convenience center) by providing vehicle information and a list of the type of waste items to disposal@honolulu.gov for review. Residents using commercial vehicles and/or hauling large quantities of inert materials or C&D waste to WGSL will be directed to PVT Landfill, Nanakuli (808-668-4561). *Limited size Rental Vehicles as mentioned are allowed at all drop-off locations provided the rental agreement is in the householder’s name.
Preparing to Dispose Your Waste
- Obey size limits: Material that can be disassembled, cut, or otherwise broken down such as stumps, branches, lumber, pallets, drywall and metal must be less than 6 feet in length and weigh less than 60 pounds.
- Set a good example for others: Clean up any trash spilled around your vehicle to keep the sites clean and operating efficiently.
- Please note that certain facilities may operate differently. Follow the attendant’s instructions at all times. Depositing rubbish in the wrong bins will contaminate recyclables and could affect your site privileges in the future.
- Be patient! Heavy use or mechanical breakdowns can cause temporary, unscheduled closures. If the site you are visiting is temporarily closed look for another disposal location or return later.
- Safety First Be alert, drive slowly and follow attendant instructions, traffic signs and pavement markings. While unloading your vehicle, be careful of your footing. Attendants are not able to assist with unloading. Children and pets must remain in the vehicle at all times.
- Resdents are allowed two (2) loads per day at city disposal sites, including the city’s green waste contractor, Hawaiian Earth Recycling in Wahiawa.
REGULAR REFUSE
- Place in a refuse roll-off container or dump into a transfer station pit floor
- Must be disposed in bags when possible
- Examples of acceptable Regular Refuse: paper, cardboard, plastic, glass, cloth, mattresses, chairs, tables, fastened rugs/carpeting, doors, microwaves, toasters, sewing machines, lumber, plywood, pallets, wood shingles, vinyl and wood flooring, asphalt paper. Non-combustible waste e.g. roof tile, drywall, flooring or wall tile and toilets will be accepted in a non-combustible roll-off container at Kapaa Transfer Station and for drop off at WGSL only.
GREEN WASTE
- Place in designated roll-off container or area
- Place green waste in loosely. No plastic bags
- Examples of acceptable Green Waste: grass clippings, leaves, branches, hedge and tree trimmings, stumps and logs less than 9 inches in diameter, palm fronds, coconuts, bean pods.
- Natural Christmas tree (no flocking)
LARGE APPLIANCES
- Place in separate storage areas
- Limit 2 per month
- Household types only. No commercial equipment
- Examples of acceptable Large Appliances: Refrigerators, freezers, air conditioners, large water dispensers, washers, dryers, water heaters, stoves, dish washers
TIRES (with or without rims)
- Limit four (4) per month – accepted at all disposal sites except Keehi Transfer Station.
- Passenger or light truck tires only. No heavy truck or equipment tires.
BATTERY
- Lead-acid car and motorcycle only. No heavy equipment batteries.
- No electric vehicle battery.
- Alkaline and single-use batteries – place in with your regualr refuse.
- Rechargeable lithium, lithium-ion, NiMH, NiCad – standalone only. Tape terminals and place in clear plastic bag.
COMPRESSED GAS (empty, partially full, or full)
- Butane Cylinders (8 oz.)
- Fire extinguishers residential types (A and B) only. Commerical types (C, D, and E) are NOT accepted.
- Helium tanks (14.9 cu. ft.)
- MAPP gas cylinders (14 oz.)
- Propane tanks (5 gallon and 20 gallon) only.
- Propane cylinders (16 oz.)
OTHER SPECIAL WASTES:
- Deliver dirt, rock, sand, concrete, title, asphalt and other non-combustible waste to Kapaa Transfer Station or WGSL only – Homeowner/Non-commerical, household quantities (equivalent to five (5) gallon buckets).
- Drywall limits (Kapaa Transfer Station) – Homeowner/Non-commercial, 4 sheets per day
- Drywall Limits (WGSL) – Homeowner/Non-commercial, household quantities (1 full standard bed pick-up truck)
- Deliver dead animals to WGSL
- Liquids such as oils, greases, and paints must be absorbed or dried and contained before disposal.

GREEN WASTE

METALS
- Place in designated roll-off container or area
- Barbecue Grill: remove propane, ash, and coals
- Fencing and Pipes: bundle and fasten
- Gutters: bundle and fasten
- Ladders: maximum 6 foot length
- Lawn Tools: drain and properly dispose of all fluids
- Metal Shelving: disassemble, bundle and fasten
- Tire rims and small automobile parts: drain and properly dispose of all fluids
- Repair and donate bicycles or place in the desinated roll-off container or area
PROHIBITED ITEMS
- Acetylene tanks
- Animal waste products
- Commerical grade compressed gas cylinders
- Commercial, industrial, or agricultural waste
- Electric vehicle batteries
- Explosives and weapons
- Large automobile parts: engine, tranmissions, hoods, doors, etc.
- Medical waste
- Other industrial tanks
- Oxygen tanks
- SCUBA tanks
- Wet kitchen garbage
