Rules and Guidelines for Businesses

A disposal account must be established prior to initial use of transfer stations, Waimanalo Gulch Sanitary Landfill (WGSL) or H-POWER. A company will be issued a Solid Waste Disposal Card for each registered vehicle. The disposal card identifies the specific company and the specific vehicle. Commercial waste will be weighed and charged at the current city disposal rates.

Safety First

Be alert, drive slowly and follow attendant instructions, traffic signs and pavement markings. While unloading your vehicle, be careful of your footing.

Bans and Restrictions

  • Corrugated Cardboard –  Effecive January 13, 2003, corrugated cardboard is restricted to 10% of the load. Full loads of corrugated cardboard should be taken to a recycler.
  • Construction and Demolition Waste (C&D) – Effective January 13, 2003, C&D waste from commercial and government agencies will no longer be accepted at any city disposal facility. Contact PVT Land Company at (808) 668-4561. For Asbestos-containing material, contact WGSL at (808) 668-2985.
  • Green Waste – Effective January 13, 2003, green waste from commercial haulers and government agencies will no longer be accepted at any city disposal facilities.
  • Mattresses – Mattresses are no longer accepted at city transfer stations and WGSL. H-POWER will accept mattresses. Whole loads of mattresses need to be scheduled with Reworld. Please call (808) 682-0261 to schedule an appointment.
  • Tires, lead acid batteries, large appliances, scrap metals, propane and helium tanks, compressed gas cylinders, and e-waste are banned from all commercial and government agency loads.

Disposal Card

A city-issued disposal card is required for use of city disposal facilities including H-POWER. H-POWER may utilize the vehicle license plate to record the transaction. The disposal card will verify the vehicle is registered with the city. The disposal card is non-transferable and specific to the company and vehicle. Businesses are responsible for the use of their card(s) and must pay all charges incurred. Immediately notify the Refuse Division, Business Accounts at (808) 768-3410 to:

  • Report a lost or damaged card.
  • Report changes to business status, name address or vehicles.
  • Request a new or additional card. New and replacement cards may be picked up at the Business Administration Section of the Refuse Division at 1000 Uluohia Street, Suite 201, Kapolei or mailed upon request.

If a disposal card is no longer required (e.g. sale of truck, business discontinued, etc.,) return the disposal card(s) to a disposal site scale house or to the Refuse Division, Business Accounts.

Receipt

If a receipt is not provided after weighing-in, the driver must return to the scale after dumping the load to tare the vehicle and obtain a receipt. If the driver does not return, the charge will be based on the gross weight of the load. The driver is responsible for reviewing the receipt for discrepancies before leaving the scale.

Voided Transaction

If a load is rejected and/or cannot be disposed of, the driver must return to the scale to void the transaction.

Charge by Volume

When the scale at the city disposal facility is inoperable, commercial users will be charged by volume, rounded to the nearest cubic yard. The charge will be based on the size of the vehicle or container. The driver must inform the scale attendant that the load is not full at which time; the scale attendant will visually estimate the load volume with the driver’s concurrence and charge accordingly. If the load is enclosed, the scale attendant will confirm the amount i.e. estimate of the percent filled with the driver. If the driver and the scale attendant cannot agree on an estimate, a city supervisor will determine the estimated volume. Once the load is dumped and the driver accepts the receipt, no adjustments will be made to the estimated amount.
