Landfill Advisory Committee

The search is underway for possible landfill sites to supplement or replace O‘ahu’s only municipal solid waste (MSW) landfill, the Waimanalo Gulch Sanitary Landfill (WGSL).

A Land Use Commission (LUC) order in 2009 required the city to begin the process of identifying one or more landfill sites to supplement or replace the WGSL. The city’s own Integrated Solid Waste Management Plan calls for the city to identify a new MSW landfill site by 2012 with the assistance of a panel of community members to advise the city.

The 12 members of this landfill site selection committee were chosen based on multiple criteria including technical expertise and experience, community involvement and availability to serve. All committee meetings were open to the public and to public comment.

The voluntary members of the committee provided advisory recommendations to the city concerning the selection of a future site for a landfill to accept MSW, ash and residue from the city’s H-POWER waste-to-energy facility, and construction and demolition debris waste for the island of O‘ahu. The committee met for the first time on January 20, 2011, and submitted its final report and recommendations in September 2012.

Tim Steinberger, director of the City’s Department of Environmental Services, reported to the City Council committee (January 31, 2011) that the advisory committee will necessarily have to consider WGSL in comparison to other locations in order to make its recommendations.

Landfill Oversight Advisory Committee

Purpose of the committee:
To provide a forum for community representatives to share community concerns about the operation of the City’s Waimanalo Gulch Sanitary Landfill with Waste Management Hawaii,Inc. (the operator of the landfill), with the goal of promoting cooperation to ensure that the landfill is operated in a manner sensitive to those concerns.

How it functions:
The Committee meets to hear reports from Waste Management Hawaii, Inc. about what is happening at the landfill, and to share community concerns about those operations.

Committee members and how they were selected:
The members were asked to serve by former Mayor Mufi Hannemann based on recommendations from community leaders, and include Albert Silva (Chair), Polly Grace (Vice Chair), Allen Parker (Recording Secretary), T. George Paris, Alex Santiago, David Akina, Lorraine Martinez, Pearl Lewis, and John Desoto.

How often did the committee meet and where?
The Committee held its first meeting on July 10, 2006, in Conference Room A, on the ground floor of Kapolei Hale, 1000 Uluohia Street, Kapolei, Hawaii 96707.  The meetings were scheduled on a month-to-month basis.

Can the public participate? How?
Yes, the public is encouraged to participate by attending the Committee meetings, or by contacting the Committee members to share their concerns about the operations at the landfill.

Meeting agendas are posted online at least six days prior to each meeting. Agendas were also posted with the City Clerk and at Kapolei Hale at least six days prior to each meeting.
