Department of Environmental Services

All customers who are connected, directly or indirectly, to the public sewer system pay sewer service charges as defined by the Revised Ordinances of Honolulu, Chapter 43, in accordance with the rate schedules contained in Appendix 43-A.

Under the Customer Assistance for Residential Environmental Services (CARES) Program, “Residential” customers may be eligible for financial relief of up to $240 in calendar year 2026 (based on calendar year 2025 income and residency).  The credit applied in 2026 will be based on a $20/month credit for qualifying months in calendar year 2025. 

INFORMATION REGARDING 2026 CARES PROGRAM IMPLEMENTATION:

• The 2026 CARES Program will accept applications from May 1, 2026, through October 31, 2026.
  • No applications will be accepted or considered after 4:30PM (HST) on October 31, 2026.
  • Please note the 2026 CARES Program may close prior to October 31, 2026, if total credits applied reach $10 million prior to this date.
• All applications must be complete and correct to be processed.
• The Department of Environmental Services anticipates a thirty (30) day review period. Depending on the number of applications received this period may be extended.
• All applicants will be informed of the disposition of their application (approved or denied), in writing, by the Department of Environmental Services.
• Approved applicants will have the (up to) $240 credit applied to their next sewer service bill(s) until the credit is fully exhausted.
• The (up to) $240 credit will only be applied against Sewer Service charges. The credit will not be applied to Water Service charges.  Applicants must be current on their sewer utility payments, including any sewer payment plan. 
• Approval of an application in 2026 entitles the applicant to one (1), (up to) $240 credit. This is an annual program and will require separate applications for any future years.  Approval in 2026 does not confer approval for future years or other programs.
