Integrated Plan

City and County of Honolulu Integrated Plan handout titled “Improving Water Quality and Keeping Services Affordable.” The Department of Environmental Services and Department of Facility Maintenance Storm Water Quality Division are developing a plan that considers Oʻahu’s wastewater and storm water systems together. The plan will prioritize projects that address regulatory requirements, overwhelmed systems, water-quality impacts, community needs, climate impacts and storms, and limited funding. Goals include delivering water-quality and public-health benefits sooner, maintaining affordability for ratepayers, reflecting community priorities, advancing projects with multiple benefits, and supporting regulatory compliance. The plan has three steps: understand Oʻahu’s wastewater and storm water systems and their needs; hear community concerns and priorities; and use that information to prioritize projects and build the plan. The two-year planning process is expected to be completed toward the end of 2027 and includes needs assessment, project development, evaluation and prioritization, a draft plan, a final plan, and ongoing implementation, monitoring and adaptation. Community engagement will continue throughout the process. The public can take the Oʻahu Clean Water Survey at surveymonkey.com/r/ENVIP, attend Storm Water-Wastewater Advisory Group meetings, and participate in community meetings in September 2026, spring 2027 and fall 2027.
