CITY CHARTER INFORMATION

The Revised Charter of the City and County of Honolulu is the governing document of the City and County of Honolulu. The preamble states:

We, the people of the City and County of Honolulu,
accepting responsibility to seek to achieve in our time that righteousness by which the life of our land is preserved
and to encourage and enable our people to participate in their governance,
do hereby adopt this Charter of the City and County of Honolulu.

The Department of the Corporation Counsel is the Revisor of the Charter. The Revised Charter of the City and County of Honolulu is posted online.

2026 CITY CHARTER AMENDMENT BALLOT QUESTIONS

Questions to amend the Charter of the City and County of Honolulu to appear on the
November 3, 2026 General Election ballot.

Pursuant to the Revised Charter of the City and County of Honolulu, a Charter Commission is established every ten years to study and review the operations of City government and recommend amendments to the Charter. The official charter amendment questions for the 2026 ballot are to be announced.
