Lanikai Transportation Management Plan

The City and County of Honolulu Department of Transportation Services is pleased to share the final Lanikai Transportation Management Plan. The City’s recommendations include street parking changes, enhancements to public transportation and multi-modal access, and destination management.

On December 12, 2024, in partnership with City Councilmember Esther Kiaʻāina, the Department of Transportation Services presented an update to the Lanikai Transportation Management Plan based on community feedback. Recommendations on parking, signage and other safety improvements were presented.

Lanikai is a community on the Kaʻōhao shoreline of Kailua developed in the 1920s by Charles Frazier. Public roadway access to Lanikai is limited to one arterial access road comprised of a path of linked smaller access roads. There is no outlet via public roads for motorists once entering Lanikai from the Kailua Road and Kalāheo Avenue intersection.
The DRAFT Lanikai Transportation Management Plan highlights the existing roadway access for motor vehicles, bicycles and pedestrians, and aims to balance both visitor and residential needs for the neighborhood.
