Relocation from current office, at first floor of Fasi Municipal Building, effective Wednesday, July 30

The City and County of Honolulu Department of Parks and Recreation’s (DPR) Permitting Office is moving to a new home in Sheridan Community Park’s two-story building, with services to the public beginning at this location Wednesday, July 30, 2025.
The relocation of the Park Permitting Office from the first floor of the Fasi Municipal Building (FMB) will make way for the Department of Transportation Services’ (DTS) Street Usage Permitting Office.
“Relocating the Street Usage Permitting Office to the first floor makes it easier and more convenient for businesses and residents to connect with our staff”, said Roger Morton, Director of DTS. “We see 10,000 street usage permits and 150 event permits annually, so this straightforward change streamlines the application process and positions our team where the public naturally expects to find them—on the first floor of the Fasi Municipal Building”.
DPR staff will start the physical move to Sheridan this coming weekend. As a result, limited permitting services will be available at the FMB location on Monday, July 28 and Tuesday, July 29 from 9 a.m. to 3 p.m. These services include accepting checks for permit payments, as cash payments will not be possible at this time.
“Along with making the Parks Permits Office more accessible to the public, this move will help further activate Sheridan Community Park by bringing more daily activity and foot traffic,” said Laura H. Thielen, Director of DPR. “This office worked with our on-site park staff to issue 14,408 park use and 8,603 camping permits last fiscal year (from July 2024 through June 2025). So giving them a physical location within a park, while also exploring ways to expand and enhance our digital services online, makes sense.”
With an anticipated increase in official activity expected at Sheridan, street parking restrictions immediately surrounding the park will be instated to ensure adequate parking for both park permit customers and DPR staff. Specifically, parking reserved for Parks Permit staff will be located on the ‘Ewa-side of Alder Street. Parking along Pi’ikoi and Rycroft streets adjacent to the park will be reserved for public use. Parking restrictions will be in place weekdays from 7 a.m. to 5 p.m., except State holidays. This parking configuration is similar to when Sheridan was used for drivers’ licensing road tests from October 2020 through December 2023.

While a park permit is not required to enjoy one of the 308 City parks and garden locations around O‘ahu, as they are available on a first-come-first-served basis during regular open hours, a permit is required to:
- Conduct any organized activity, e.g. sports tournaments, meetings, or workshops.
- Reserve the use of recreation facilities including fields, gyms, rooms, and pools (no private parties allowed).
- Have a group picnic of 50 or more persons.
- Utilize / set-up large structures such as inflatable bounce houses.
- Drive any vehicle on grassed areas.
- Play or amplify loud music or use loudspeakers.

Permitting is not typically allowed earlier than a year ahead of a scheduled activity. Online permitting for City park campgrounds will not be affected by this relocation, and remain available at: camping.honolulu.gov
