The Department of Planning and Permitting (DPP) is committed to enforcing applicable laws and holding property owners accountable for code violations. DPP is a complaint-driven agency, meaning investigations begin when a Request for Investigation (RFI) is submitted. Once an RFI is received, a DPP inspector will investigate the reported property and contact the property owner, if necessary. If the investigation confirms a violation, DPP will issue a Notice of Violation (NOV).
There are two ways to submit an RFI to DPP:
Option 1: Submit while logged into HNL Build (recommended):
Logging in and submitting an RFI through HNL Build allows you to track the status of your request throughout the investigation process. Applicants can fill out information regarding suspected violations and other enforcement-related items that fall under the purview of DPP. All complaints are handled as confidential, requestor information is only used to assist with the investigation. Requestor will always remain anonymous.
Follow the step-by-step guide below to submit your request.
Option 2: Submit without logging into HNL Build: If you prefer not to track the status of your RFI, you may submit through HNL Build without signing in. You will be asked to provide some contact information in case the investigator needs additional information. However, because the request is submitted outside of your HNL Build account, you will not be able to track the status of the investigation. ll complaints are handled as confidential, requestor information is only used to assist with the investigation. Requestor will always remain anonymous.
