The Data Access and Imaging Branch (DAIB) manages and provides access to the Department of Planning and Permitting’s records, including building permits, approved plans, historical documents, maps, and other public records. Whether you’re a homeowner, contractor, design professional, researcher, or member of the public, DAIB is committed to providing reliable access to the information you need while preserving the department’s records for future reference.
Before submitting a records request, we encourage you to search HNL Build first. Many permit records, permit statuses, and project information are available online through HNL Build, allowing you to quickly find the information you need without submitting a formal records request.
1. Search Using HNL Build
If You Are the Applicant or Owner of a DPP Record:
Only the listed applicant or owner of a permit, violation, or other DPP record can view and download associated documents. Simply log in to your account and select the record to access the available files. This can be found under the MY PERMITS tab.
If you believe you should have access to a permit file or a document is missing from your HNL Build account, please contact DPP at HNLBuild@honolulu.gov for assistance.
Important: If you are logged into HNL Build, you will only be able to search for permits and other records associated with your account. To search for other permits or records, you must log out of your account first.
If you need copies of plans, permit documents, or other records that are not available through HNL Build, proceed to Step 2: Submit a Records Request.
2. Submit a Records Request to the Data Access and Imaging Branch (DAIB)
If you are unable to locate the information you need through HNL Build or require records that are not available online, you may submit a Request to View Records form to the Department of Planning and Permitting’s Data Access and Imaging Branch (DAIB).
Complete the Request to View Records form and email it to dppdaib@honolulu.gov. Please provide as much information as possible—such as the property address, TMK, permit number, or project name—to help staff locate the requested records as efficiently as possible.
Once your request is received, DAIB staff will review it and contact you if additional information is needed or to provide the next steps for accessing the requested records.
Effective Immediately: Due to an exceptionally heavy demand for services, the Department of Planning and Permitting’s (DPP) Data Access and Imaging Branch is temporarily modifying its walk-in service policy.
To ensure we can process existing requests efficiently, walk-ins will be accepted for payment processing only.
What This Means for You:
- Payments: You may still walk in without an appointment to submit payments.
- All Other Services: Walk-in services for research, data requests, and imaging assistance are temporarily suspended. These requests must be submitted via email and will be processed in the order they are received.
*Please fill out the Records Request Form and email to dppdaib@honolulu.gov.
A Note to the Public: We are experiencing an unprecedented volume of requests and are working diligently to serve everyone as quickly as possible. We sincerely thank the public for their patience, cooperation, and understanding during this time.
For any questions, please email dpp@honolulu.gov.
