The Department of Planning and Permitting (DPP) has officially launched the Rebuild Donation Match Registry, a new City initiative designed to connect storm-impacted residents and businesses with donated construction materials and volunteer services.
As many in the community seek assistance to repair damaged properties, individuals and contractors have stepped forward with offers of help. By matching these community resources directly with those in need, the DPP aims to accelerate the recovery process and foster a spirit of ‘kokua’ across Oʻahu.

How the Registry Works:
The program operates through a simple four-step process:
- Submit a Request: Residents and business owners with storm damage can submit a description of their needs, including required repairs and specific materials or services.
- Eligibility Review: DPP will verify requests based on official damage assessment reports to ensure resources reach those most affected.
- Register as a Donor: Individuals and businesses can sign up to donate specific quantities of materials or offer volunteer time.
- The Match: Once a match is identified, DPP will notify both parties to initiate the connection.
Important Program Guidelines:
To ensure a transparent and safe recovery process, participants should note the following:
- No Guarantee of Assistance: Submission of a request does not guarantee that materials or services will be provided. Assistance depends on available donations.
- Permits are Required: Participation in the registry does not waive standard building permit requirements. Property owners must ensure all necessary permits are obtained before work begins.
- Licensed Work: Under Hawaii law, work requiring a licensed contractor must still be performed by a properly licensed professional.
- Independent Agreements: All arrangements regarding the transfer of materials or performance of work are made solely between the donor and the recipient. The City does not oversee these private agreements or guarantee the quality of workmanship.
- Prioritization: The program may prioritize participants based on need and available resources.
