Adopted: April 21, 2021

The Department has completed its review of the East Honolulu Sustainable Community Plan and has published the Proposed Revised Plan. On September 30, 2020, the Planning Commission (PC) held a public hearing on the Proposed Revised Plan (Video Recording, password: VdvWTKN3). The Department offered a presentation on the recommended revisions to the Plan. The public offered testimony on the Plan with questions from the PC following. The PC voted unanimously to repeal the 1999 Plan and adopt the new draft Bill subject to the DPP’s recommendations in the Proposed Revised Plan and addendum recommendation table. The Department’s recommendations have been transmitted from the Planning Commission to the City Council.

Adopted: March 30, 2021.

The Planning Commission recommended approval of the Plan with 3 amendments on July 19, 2017. The proposed revised Central Oahu Sustainable Communities Plan was introduced as Bill 75 (2017) and passed first reading on September 6, 2017 and referred to the Transportation and Planning Committee. A Committee Meeting was not scheduled. The proposed revised Central O’ahu Sustainable Communities Plan was reintroduced as Bill 41 (2019) and passed first reading at City Council on August 7, 2019. City Council adopted Bill 41 (2019) CD2, FD2 on March 17.

Project Job No.: 2022/SUP-4

Decision: At their October 18, 2023 public hearing, the Planning Commission recommended approval of 2022/SUP-4, subject to certain conditions. The conditions establish the parameters in which Kualoa Ranch is allowed to conduct limited non-agricultural uses at the Ranch and what is expected of the owners to comply with these conditions.

Decision: At their June 23, 2021 meeting, the PC recommended approval of 2020/SUP-7. The State Land use Commission approved 2020/SUP-7 on September 17, 2021 with a Decision and Order Docket No., SP21-412.

The proposed SUP establishes a 120-megawatt solar photovoltaic energy generation facility with a 480-megawatt energy storage system on approximately 620 acres within the State Land Use Agricultural District, Kunia, Honouiluli, Ewa, Oahu.

Decision: On June 10, 2021, the State Land Use Commission approved the project under Docket No SP211-411.

The proposed SUP establishes a 12.5-megawatt solar photovoltaic energy generation facility with a 50-megawatt energy storage system on approximately 98.846 acres within the State Land Use Agricultural District, Honouliuli, Ewa, Oahu.

Decision: On December 7, 2020, DPP transmitted a Report and Recommendation to the Planninc Commission On February 17, 2021, the Planning Commission’s Findings of Fact with approval were sent to the State Land Use Commission.

The SUP removes the school’s nonconforming status with respect to the State Land Use Law, Chapter 205, Hawaii Revised Statutes, and allows structural and program improvements including interior alterations to existing classroom buildings; relocation of a modular trailer; construction of three future portable/modular classroom facilities and a restroom facility; and various relocations and related improvements.

Project Job No.: 2008/SUP-2

Decision: On November 1, 2019, the State Land Use Commission approved a Decision and Order with modifications. Docket SP09-403.

The Waimanalo Gulch Sanitary Landfill is scheduled to close it’s current site by 2028. This Special Use Permit allows for the siting of a new landfill, still to be determined.

Decision: The bill was reported out of the Zoning and Planning committee for passage on June 17, 2021. The deadline for City Council action passed without a final vote.

The proposed zone change includes two parcels located along Kaukonahua Road (TMK 6-6-019: 008 and 014) of approximately 5.779 acres in total area, but are considered 1 lot for zoning purposes. The proposed rezoning to the AG-2 General Agriculture District to the AG-1 Restricted Agriculture District will allow for a second farm dwelling on the lot.

Decision: March 1, 2021

On February 19, 2020, the Honolulu City Council adopted Resolution 19-304 to initiate a zone change of a 9.532-acre property (TMK 3-6-024: 001) in the back of Aina Haina Valley from the R-7.5 Residential District to the P-2 General Preservation District. The purpose of the proposed zone change is to add the property to the surrounding City-owned 85-acre Aina Haina Nature Preserve and protect the land from development. The project site is currently used as trail access and open space. No changes are proposed to the existing uses and site conditions.

Decision: Ordinance 21-25 was approved on August 25, 2021

The proposed zone change includes two parcels located along Dole Street, adjacent to Kānewai Community Park (TMK 2-8-030: 038 and 058) approximately 4,912 square feet and is 4,920 square feet in size, respectively. The existing use on each property is a single-family residential dwelling. The proposed rezoning to the R-5 Residential District from the P-2 General Preservation District results in the two properties land use conformance with the zoning district and the surrounding neighborhood.
