A Zone Change is an amendment to the zoning ordinance adopted by the City Council to establish the affected zoning map.  Zone changes can involve changes from one zoning district to another, a change in height indicated on a zoning map, or an amendment to an existing Unilateral Agreement.

Chapter 21 of the Revised Ordinances of Honolulu, better known as the Land Use Ordinance (LUO), provides a list of zoning districts and precincts, the permitted uses and structures for each district and precinct, and the procedures under which applications for proposed zone changes are processed.

Alternatively to a zone change, a landowner of a large area may seek a minor adjustment under a Zoning District Boundary Adjustment without having to go through the zone change process.
