Dewatering Permit
Criteria
Any dewatering discharge into the city-owned municipal storm sewer system (MS4) will require a construction Dewatering Permit as required by an NPDES permit for the discharge of any pollutant into state waters from the State Department of Health (DOH).
How to apply for a Dewatering Permit?
To apply for a Dewatering Permit, please go to HNL BUILD and select “New Site Development Permit” and then “Dewatering Permit” under “Civil Engineer”.
Attachments
In order for DPP to process the Dewatering Permit application, please attach the following:
- A copy of the Notice of General Permit Coverage issued by State DOH (must be obtained prior)
- Dewatering plan showing discharge locations, quantity of discharge, and a construction schedule.
- Method of treatment or Best Management Practice(s) plan to meet State Water Quality Standards
Filing Fee
A license fee of $200.00 is required for each application. All fees are nonrefundable. Applications will not be processed without fee payment. Checks are made payable to the City and County of Honolulu. Payments can also be made to in HNL BUILD. An additional processing fee of %2.83 will be added for online transations using a credit or debit card.
Response
Upon approval of the Dewatering Permit, the applicant will be contacted in writing or email. A copy of the approved Dewatering Permit can be emailed to the applicant upon request.
