Drain Connection Licenses
Criteria
All connections from nonmunicipal and private drainage systems to the city-owned municipal separate storm sewer system (MS4) shall require a storm drain connection license issued by the chief engineer.
How to apply for a Drain Connection License?
To apply for a Drain Connection License, go to HNL BUILD and select “New Site Development Permit” and then “Drain Connection License” under “Civil Engineering”.
Attachments
In order for DPP to process the Drain Connection License, please attach the following in HNL BUILD:
- Site plan showing the proposed or existing drain connection to the City’s MS4.
- Storm water runoff map showing each drain connection’s tributary area.
- Calculations including weighted coefficients to show the anticipated amount of storm water runoff. A recurrence interval of 10 years may be used for storm water runoff calculations. Please refer to the City’s Storm Drainage Standards.
- If the Drain Connection License is for an existing drain connection, include photos of the drain connection.
Filing Fee
A license fee of $200.00 is required for each application. All fees are nonrefundable. Applications will not be processed without fee payment. Checks are made payable to the City and County of Honolulu. Payments can also be made in HNL BUILD. An additional processing fee of %2.83 will be added for online transactions using a credit or debit card.
Response
Upon approval of the Drain Connection License, the applicant will be contacted in writing or email. A copy of the approved Drain Connection License can be emailed to the applicant upon request.
