Join the forefront of qualified design professionals by participating in our Self-Certified Professional Program. This program, presented by the Department of Planning and Permitting, aims to streamline the building permit application process and enhance your professional credentials.
Program Overview
The Self-Certification Program is designed to expedite building permit applications by allowing qualified professionals to self-certify their projects. This initiative, governed by Ordinance No. 23-29 and Chapter 30 of the DPP Administrative Rules, provides an alternative means to process building permits in compliance with applicable codes.
Mandatory Training
To qualify, professionals must register and participate in training classes provided by the Department.
Examination
After completing the mandatory training, professionals must pass an examination administered by the Department.
Qualifications
To register as a Self-Certified Professional, design professionals must:
- Use the Application for Self-Certifying Professional to register.
Be licensed by the State of Hawaii as a professional architect or engineer in specific engineering sub-branches.
Have a minimum of three years of experience as a licensed architect or engineer in Hawaii.
Maintain professional liability insurance with specified coverage limits.
Obtain and maintain relevant certifications from recognized organizations.
Building Permit Application
Applications are limited to the following eligible projects:
Development of affordable rental housing projects (ROH Chapter 32).
Commercial building tenant improvements (excluding exterior modifications and changes in building footprint or use).
Residential projects on lands managed by the State Department of Hawaiian Home Lands.
Energy-efficient projects.
- Applications must include the completed Ord 23-29 SCP Application Checklist and Ord 23-29 SCP Ackowledgement forms.
