Building Permit (Plans Required)

If your project does not qualify for an Quick Permits, you will need to submit a regular Building Permit with plans. Plan shall indicate the extent of work and comply with all items on the Building Permit Checklist.

If one set of plans is provided and scope of work involves multiple structures, additional applications/permits will be created per ROH 18-3.2. When submitting the application, please provide a cost breakdown of each structure and sitework in the scope of work description.

Types of Project:

Residential: One- or Two-Family Dwellings.

Commercial: All other structures and spaces that do not qualify as residential. (Inclusive of multi-family structures that consists of multiple dwellings)

Electronic Plan Review:

All projects are now required to be submitted via ePlans. (Paper plan submittals will not be accepted.)

After initial application is created, the applicant will be sent an email to upload the associated plans to ProjectDox to complete the application process.

Please email eplans@honolulu.gov to remove any uploaded sheets for any voided sheets and confirm the sheets were removed prior to resubmitting or you will be subject to rejection.

How It Works:

Step 1: Apply for a Building Permit
Provide all information required and if submitting for multiple structures with one set of plans, ensure to provide a cost breakdown of all work

Step 2
Upload and submit all plans and required documents exhibiting the scope of work in ePlans.
Step 3: Prescreen
All plans and documents will be prescreened to verify plans meet the Plan Format checklist and all information is provided for a smooth review. If there is anything missing, task will be returned to the applicant for corrections.
Step 4: Plan Review
Plans shall be routed to all appropriate agencies for code compliance. Plans may be returned with comments for clarification or code compliance issues.
Step 5: Permit Issuance
Once all agencies have approved, submit all required documents and payment for permit issuance.
Step 6: Inspection
Start work and call for all required inspections.
Step 7: Close Permit
Once all inspections have completed, ensure the inspector closes the permit.

Expedited Permit Issuance:

If your project qualifies due to the scope of work performed and review times are exceeded, you project may apply for the following permit issuance processes. 

Eligible Facility Request in accordance with 47 CFR §1.600 (6409) shall be identified at time of initial application.

Clean Energy in accordance with ROH §18-5.10.
