Land Use Ordinance Update

On January 3, 2025, Mayor Rick Blangiardi signed Ordinance 25-2 into law. This ordinance updates the Revised Ordinances of Honolulu Chapter 21, the LUO.  Some changes went into effect immediately upon signature while the bulk of the amendments go into effect September 30, 2025.

LUO Update Project Phases

Phase I

Input from over 100 individuals and professional land use planning organizations was gathered to determine how to proceed with an overall update to the aging document. In February 2019, the consultant prepared the Phase I Recommendations Report.

Phase II

Phase II involved updating the Master Use Table, Article 5 Development Standards, and the uses in the Definitions section.  The amendments were initially introduced at City Council on February 3, 2022 as Bill 10 (2022), and then as Bill 64 (2023).  On January 3, 2025, Mayor Rick Blangiardi signed Ordinance 25-2 into law.

Phase III

The DPP and our consultant have started working on Phase III of the LUO Update Project. It will result in revamping Article 2 by streamlining the number and types of permits and clarifying the permit processes to ensure predictability for applicants, for the public, and for decision makers. We created a Google Form to collect additional comments associated with this Phase. You can submit your comments to DPP.
