Building Board of Appeals
Responsibilities
The Building Board of Appeals hears and determines appeals from the decisions of the Director of the DPP in the administration of the Building Code, Electrical Code, Plumbing Code, Housing Code, Energy Code, Building Energy Efficiency Standards, and Revised ordinances of Honolulu Chapter 18 (Fees and Permits for Building, Electrical, Plumbing, and Sidewalk Codes), as well as the decisions of the fire official in the administration of the Fire Code.
Effective August 9, 2024, the filing fee for an appeal to the BBA is $600 pursuant to City Ordinance 24-15.
113.6 Fees. The filing fee for a petition for appeal from a decision of the Authority Having Jurisdiction in the administration of the Building Code, Electrical Code, Fire Code, Plumbing Code, Housing Code, ROH Chapter 13, Article 4, ROH Chapter 18 and the Building Energy Efficiency Standard or an application for varying the application of the Building Code, Electrical Code, Plumbing Code, Fire Code, or Building Energy Efficiency Standards, shall be $600.00. No petition for appeal shall be filed without payment of said fee.

The Building Board of Appeals consists of 9 members, including 4 licensed engineers or architects, 2 members qualified to pass on matters pertaining to fire safety, 1 member qualified to pass on matters pertaining to electrical work, 1 member qualified to pass on matters pertaining to plumbing work, and 1 licensed general contractor. The members are appointed by the mayor, approved by City Council, and serve 5-year terms. The current members are:
