HNL Build: Create an Account

Creating an account with DPP’s HNL Build is quick and easy! The first step is to select whether you’re registering as a Citizen or Business account. It’s important to understand the differences between these two account types, as they affect the information you’ll provide and the features available to you. On this page, you’ll find a clear comparison of each account type, along with a step-by-step guide and a helpful video tutorial to walk you through the process.

Have You Submitted an Application in the Past? Call or Email Us!

If you have  previously applied for a permit or submitted an application to DPP, please contact us by email or phone to help create your account. We will need to manually set up your account for you. 


When you reach out, please provide your full name and email address you wish to use for registration.

Contractors: If you have a license with the DCCA, your information may already be in the system and we will have to create your account manually. Contact us through the methods above and include your license number.

First Time Applying for a Permit with DPP?

If this is your first time applying for a permit with DPP, then proceed with the registration process on the HNL Build user portal.

Citizen vs Business Accounts

Citizen Account:

    • Ideal for homeowners or individuals applying for personal permits
      • Home renovations
      • Addition
    • This account type allows you to track applications, manage documents, and receive updates for your personal projects.

Business Account:

    • This account enables you to handle multiple permits, manage larger construction projects, and collaborate with teams or subcontractors, ensuring smooth coordination for all business-related construction activities.
    • Designed for:
      • Contractors
      • Developers
      • Businesses managing projects
    • Business accounts have, the ability to have multiple contacts associated to them in order to handle employees.

Do NOT Use ePlans Login for HNL Build

We’ve received reports that some users are attempting to log in to HNL Build using their ePlans credentials. Please note that ePlans and HNL Build are separate systems, and ePlans logins will not work on HNL Build.

 

To access HNL Build, you’ll need to create a new account.
