Chapter 15 of the Charter of the City and County of Honolulu establishes the Department of Planning and Permitting (DPP) to oversee the improvement and development of the island of Oahu. The DPP creates and updates long-range plans for the island and its regions, and administers and enforces zoning, subdivision, park dedication, building, and housing ordinances.

Building Division

This division conducts reviews of building permits related to commercial properties, (including apartments, townhomes, multi-family dwellings, and agriculture uses and structures), zoning land use ordinances and stormwater quality-related submissions (ESCP Category 1A and below, as well as post-construction Category 2 and below). Building Division also conducts all building permit related inspections (except HFD).

This section reviews project submissions for building permits related to residential properties, including single-family dwellings, two-family dwellings, duplexes, and their associated accessory structures. Customer Service Division also conducts inspections related to housing code compliance, existing buildings, referred occupancy license inspections and issues concerning short-term rentals.
