The scope includes a conceptual development plan for mixed-use, mixed-income housing on City-owned land near Kūwili Station, and a unified planning strategy involving City, State, and private sector stakeholders to guide long-term multi-modal connectivity, infrastructure and housing delivery. The selected consultant will develop an implementation-ready roadmap focused on housing affordability, climate resilience, infrastructure coordination, and equitable community benefits.

The City anticipates awarding approximately $5,000,000 in AHF funds. The AHF is established by Section 9-204 of the Revised Charter of the City & County of Honolulu 1973 (Amended 2017 Edition) (“RCH”), and is further defined under Chapter 6, Article 63 of the Revised Ordinances of Honolulu 2021, as amended (“ROH”), with the most recent amendments occurring through Ordinance 20-9.
