Income Guidelines

The figures are based on a 2026 median family income of $133,400 for Honolulu County and reflect income thresholds at 10% to 140% of the Area Median Income (AMI).

The U.S. Department of Housing and Urban Development (HUD) sets income limits each year that determine eligibility for affordable housing programs. These limits help define what households may qualify for income-restricted housing based on their income and household size. 

The following table presents income limits by household size and by percentage of the HUD-established median income. These limits serve as guidelines to determine eligibility for affordable housing programs, including rental and homeownership opportunities offered through the City and County of Honolulu.

How to Calculate Your AMI

To find out where your household falls on the Area Median Income (AMI) scale:

  1. Add up your total gross household income — this includes income from all working adults in the home, before taxes.

  2. Count your household size — this includes all adults and children who live with you full-time.

  3. Compare your income to the chart — find the row that matches your household size, then see which AMI percentage your income falls under.
