Divisions

The Department of Housing and Land Management (DHLM) is organized into six core divisions. Each plays a critical role in advancing the City’s housing goals and managing public land resources. Click any division name below to learn more about its responsibilities, leadership, and current projects.

Housing Development Division

Coordinates and facilitates the development of affordable and mixed-use housing on public and private lands, which may include negotiating and structuring public-private development agreements, entitlement and permitting, environmental review, construction monitoring, master planning efforts in Transit Oriented Development districts, and regional infrastructure planning,

Housing Finance Division

Facilitates financing to support the development of affordable housing and mixed-use housing developments. The division administers the City’s Multifamily Revenue Bond program, oversees the allocation of the City’s Affordable Housing Fund, coordinates the use of federal and state grants to support the delivery of housing and structures creative financing solutions to close financing gaps and maximize leverage on public investment.

Housing Policy Division

Acts as the lead facilitator of housing policy within the city. Leads policy discussions among city departments on housing programs and strategies to align with the city’s housing goals. Works with the City Council on policy to better facilitate housing production and increase inventory; monitors, researches, and analyzes existing and proposed legislation at the city, state, and federal government level related to housing. Prepares and provides reports and analyses as needed to shape and influence legislation and policy on housing. Provides testimony on policy matters, engages in appropriate education, and advocacy efforts, maintains relevant data sources.

Housing Property and Asset Management Division

Manages housing assets to ensure long-term performance and affordability. This includes oversight of City-owned affordable housing properties, asset stabilization, compliance monitoring, and long-term capital planning. The division plays a critical role in protecting public investment and preserving affordability across the City’s housing portfolio.

Land Transactions Division

Leads and reviews all real estate transactions involving City property interests. This includes acquisitions, dispositions, easements, dedications, rights-of-entry, and inter-agency use agreements. The division ensures that all land transactions are aligned with City objectives, legally compliant, and strategically support housing, infrastructure, and community development initiatives.

Conservation Office

Responsible for the oversight of the review and negotiation of all conservation transactions involving the acquisition of real property interests funded by the City. CWNL also manages the perpetual stewardship of acquired lands to ensure long-term compliance with CWNL’s conservation purposes.
