Parkway Village: A Model for Affordable and Sustainable Housing in Hawai’i
Parkway Village stands as a groundbreaking example of how public, private, and nonprofit collaboration can address Hawai‘i’s housing challenges. The project brings together the City and County of Honolulu, the Hawai‘i Housing Finance and Development Corporation (HHFDC), and private developers like Kobayashi Group and Āhē Group to create an inclusive, affordable community.
This development provides 401 rental units for households earning between 30% and 60% of the Area Median Income (AMI), ensuring that more families have access to stable housing. Additionally, Parkway Village features two on-site preschools, tackling both housing insecurity and early childhood education shortages in the region.
Mayor Rick Blangiardi’s leadership was instrumental in making Parkway Village a reality. By providing public land, the City significantly reduced development costs, ensuring affordability for families earning 30–60% of the Area Median Income (AMI)—approximately $41,760 to $83,520 for a family of four in 2024. This approach not only transforms vacant land into much-needed housing but also incorporates essential community features like preschools and green spaces.
Working closely with HHFDC and private developers, the City ensured Parkway Village met community needs while maintaining long-term affordability. Her leadership highlights the City’s dedication to creating sustainable and inclusive housing solutions that benefit local families.
