Unlocking City lands for housing

Managing public land is one of the City’s most important responsibilities. How these lands are used shapes the future of our communities, and the City is committed to putting them into production for the greatest community benefit — whether that means creating affordable homes, preserving open space, or supporting essential public services.

Expanding production through public-private partnerships

We’re partnering with the development community to turn underutilized City lands into homes that local families can afford. Guided by the City’s 2025–2028 Strategic Housing Plan, our approach uses a more flexible RFQ process that brings the right partners to the table faster, clears hurdles to redevelopment, and accelerates housing production across Oʻahu.

Our Goal

By the close of 2025, the City is committed to advancing nearly 35 acres of City land through 11 properties, supporting the creation of approximately 2,500–3,000 affordable units in the housing pipeline.
