Breaking ground on Kaleimaʻo Village: 127 affordable homes coming to ʻEwa Beach

On September 3, 2025, City leaders, community partners, and development teams gathered in ʻEwa Beach to celebrate the groundbreaking of Kaleimaʻo Village – West Loch Apartments, a new affordable rental community that will bring 127 homes for working families on Oʻahu.

The $78 million project is being built on 3.7 acres of City-owned land at 91-1666 Renton Road, through a public-private partnership with Komohale West Loch LLC, a joint venture between Stanford Carr Development and Standard Communities.

A home for working families

All apartments at Kaleimaʻo Village will be reserved for households earning 60% or less of the area median income (AMI) — such as food service workers, childcare providers, healthcare aides, and other members of Oʻahu’s essential workforce.

The project will feature:

  • 28 one-bedroom, 87 two-bedroom, and 12 three-bedroom units
  • A community center with meeting space, laundry, office, and mailboxes
  • 137 vehicle stalls and 64 bicycle stalls
  • Easy access to the Skyline rail stations at Kualaka‘i and Keone‘ae, connecting residents to jobs and opportunities
Partnerships that make it possible

Financing for Kaleimaʻo Village includes nearly $30.4 million in tax-exempt Private Activity Bonds (PABs) — re-established by the City after more than two decades — along with a 75-year ground lease to ensure long-term affordability.

Mayor Rick Blangiardi emphasized the importance of these partnerships at the groundbreaking:

“Kaleimaʻo Village specifically targets income ranges that include many of Oʻahu’s essential workforce — food service employees, childcare providers, maintenance staff, healthcare support workers, transportation personnel, and administrative staff — who are vital to our community yet often struggle to find affordable housing. Through strong public-private partnerships and decisive action, we are ensuring that projects like this move forward efficiently.”

Construction is now underway, with completion expected in late 2026. Once finished, Kaleimaʻo Village will provide hundreds of residents with secure, affordable homes in a transit-friendly location, strengthening the West Oʻahu community for generations to come.
