Affordable Housing Fund (AHF)​

Leveraging public funds to build homes for local families.

Overview

The AHF is a special fund that was established by Section 9-204 of the Revised Charter of the City & County of Honolulu, as amended (RCH), and is further defined under Chapter 6, Article 63 of the Revised Ordinances of Honolulu, as amended (ROH), with the most recent amendments occurring through Ordinance 20 9. 

Purpose

The purpose of the fund is to provide and maintain affordable rental housing for persons earning 60 percent or less of the median household income in the city for any one or more the following purposes: provision and expansion of affordable rental housing and suitable living environments in projects, which may include mixed-use, mixed-income projects, having residential units that are principally for persons of low and moderate income through land acquisition for, development of, construction of, or capital improvements or rehabilitation to such housing, provided that the funded housing remains affordable for at least 60 years.

Formerly known as Hālawa View II, Naulu Apartments is a 302-unit affordable housing project near Pearl Harbor, supported by a $5 million investment from the City’s Affordable Housing Fund. It will serve households earning up to 60% AMI, with five units reserved for residents needing supportive services.

AHF Investment: $5,000,000 supporting 302 affordable rental units. Large-scale project expanding housing options for local families.

Kūhiō Park Terrace Low-Rises and Homes

AHF Investment: $8,000,000 supporting 302 new affordable rental units, and two manager units. These will replace 60 aging existing units.
