About Us

Established in 2025, DHLM was created to align the City’s housing and land management efforts under a unified department focused on implementation, partnerships, and long-term community investment.

History of DHLM

The Department of Housing and Land Management (DHLM) was officially established on May 1, 2025 under Mayor Rick Blangiardi’s administration as part of a major reorganization to strengthen and streamline the City and County of Honolulu’s housing efforts. For more than a decade, the City explored ways to better coordinate housing development, land management, and housing policy functions across multiple departments. DHLM was created to centralize these efforts into a single department focused on accelerating housing production, improving coordination, and making more strategic use of public land and resources.

The department consolidates key housing and land-related functions previously housed within the Department of Land Management, Mayor’s Office of Housing, Department of Planning and Permitting, and Department of Community Services. This reorganization marked the first time in nearly three decades that the City established a fully staffed department dedicated to housing development and delivery.

Today, DHLM serves as the City’s central hub for housing strategy, land transactions, housing finance, conservation, and property management. Through its six divisions — Housing Development, Housing Finance, Housing Policy, Housing Property and Asset Management, Land Transactions, and Conservation — DHLM works to expand housing opportunities, support transit-oriented development, steward public lands, and help meet the evolving needs of Oʻahu’s residents for generations to come.

Our mission is to maximize the potential of City-owned lands through strategic planning, innovative partnerships, creative financing, and responsible stewardship to deliver affordable, senior, workforce, and mixed-income housing; foster equitable housing opportunities; and promote sustainable development and conservation that enhance the quality of life for all Oʻahu residents.
