734 & 735 Kihapai Place is a planned affordable rental housing project on City-owned land in Kailua. The four-story building will feature 42 one- and two-bedroom units for households earning up to 80% AMI. Tradewind Capital was selected as the development partner, and construction is expected to follow City Council approval of the development agreement and ground lease.
Parkway Village at Kapolei – Lots 6 and 7 (Phase I) opened in December 2024, delivering 167 affordable rental units. Phase II, scheduled for completion in mid-2025, will add another 234 affordable homes. The community features green spaces, recreation rooms, 641 parking stalls, 10 laundry facilities, and Hawaiʻi’s first privately developed public charter preschool—making it a model for delivering high-quality housing quickly and efficiently.
Kaleimaʻo Village is a new 127-unit affordable rental project on City land in West Loch, ʻEwa Beach. Developed through a long-term ground lease with a private partner, the project received $30 million in Private Activity Bonds. It will include seven three-story buildings and serve households earning up to 60% AMI. With financing nearing completion, construction is expected to begin later this year and finish by the end of 2026.
Varona Village is a historic ʻEwa Villages community undergoing revitalization through a City partnership with Savio Group and Hawai‘i Habitat for Humanity. Phase I will renovate 46 existing homes, offering tenants affordable purchase or rental options. Phase II plans include up to 87 new homes and a community center, prioritizing current tenants and preserving the neighborhood’s plantation-era character.
A 302-unit affordable housing project near Pearl Harbor, supported by a $5 million investment from the City’s Affordable Housing Fund. It will serve households earning up to 60% AMI, with five units reserved for residents needing supportive services. The project broke ground in July 2023 and is expected to be completed by summer 2025.
Located at 99-385 Pohai Place and developed in partnership with EAH Housing, Aloha Ia Halewiliko will provide 139-units to people ages 62 and older whose incomes are between 30 to 60% of the Area Median Income. Set on the site of a former sugar mill, this project is scheduled to be completed in mid-2025.
Kūhiō Park Terrace Redevelopment is a major affordable housing project located on HPHA land in Kalihi. Supported by $93 million in Private Activity Bonds from the City, the project will replace 174 existing units with 304 new homes across three mid-rise buildings ranging from six to eight stories. Demolition and redevelopment are slated to begin in 2025.
