City secures new headquarters for Department of Community Services at 222 North School Street

The City and County of Honolulu has completed the purchase of the former Central Pacific Bank (CPB) Operations Center at 222 North School Street, establishing a new permanent headquarters for the Department of Community Services (DCS).
Previously owned by the Atherton Family Foundation and leased to CPB as its Operations Center, the property was sold to the City for $12,000,000 and will now be repurposed as a centralized hub for DCS, the agency responsible for addressing homelessness, workforce training, and grants administration. The Department of Housing and Land Management facilitated the transaction, which also included additional contributions from CPB valued at more than $1,630,000. These assets—ranging from the adjoining Stillman Lane parcel and rooftop photovoltaic system to a UPS battery backup, essential building equipment, and office furniture—will reduce startup costs and make the property move-in ready.
“This is an important milestone for the City, and for the Department of Community Services,” said Mayor Rick Blangiardi. “We are especially grateful to the Atherton family for making the building available for purchase, and to Central Pacific Bank for their generous contribution of assets that helped make this facility move-in ready. Bringing DCS under one roof has been a long-standing priority because it will transform how we serve the people of Honolulu. By consolidating services into a modern facility, we are not only reducing costs—we are creating a hub where residents can access essential programs more easily, and where our staff can work together more effectively on behalf of the community.”
The new location will serve as the headquarters for the Department of Community Services. Consolidating four of the department’s five divisions into one site will create a centralized hub where residents can access multiple services in a single place. The new headquarters will feature on-site Public Housing Services and an Aging & Disability Resource Center, while WorkHawaiʻi and the American Job Center will continue at their current location in Dole Cannery, and the City’s Public Housing Services will remain available at Kapolei Hale.

Renovations and upgrades are scheduled to begin later this year, with DCS staff expected to transition into the new headquarters once improvements are complete.
