City to begin rehabilitation of Kapiʻolani Boulevard double box culvert (Bridge No. 273)

HONOLULU – The City and County of Honolulu’s Department of Design and Construction will begin a major project to rehabilitate a double box culvert located on Kapi‘olani Boulevard near Isenberg Street. The work includes:

    • Replacing the top slab of the culvert

    • Crack repair

    • Delamination repair

    • Spall repair

    • Installing new railings

    • Utility relocation

    • Traffic signal improvements

The project is scheduled to begin on December 1, 2025, and will take approximately one year, barring unforeseen conditions and weather events. Work hours will be Monday through Friday, from 8:30 a.m. to 3:30 p.m., excluding holidays. No work will be performed from December 22, 2025 through January 2, 2026.

The double box culvert runs under the roadway and allows water to drain into the Ala Wai Canal. Construction will be performed in phases to minimize inconvenience to the public. The existing bus stops at Kapiolani Boulevard and Isenberg Street will be temporarily relocated during construction.

Residents should expect the presence of heavy construction equipment in the area. Motorists, cyclists, and pedestrians are advised to be aware of temporary lane closures during work hours. They are also encouraged to allow extra travel time when navigating through the area and observe all traffic controls, posted signs, and special duty officers.
